The sanctuary is a good move, and i'd be shocked if he hasn't already forseen that Greyback and those like him will try to kill it, possibly by attacking it, possibly by attacking and biting people to kill wizarding support for the initiative. It would be shocking if there WASN'T an incident like that.
And now that he is Minister, he can vastly more easily get his hands on Harry. It may not be intended, but in this there is no way that him getting Harry away from the Dursey's won't mean Harry gets even more attached to Sirius than in canon, since Sirius is actually able to come for him and get him out of Privet Drive. Even before Sirius could do it, he was the one that sent Remus to help Harry as best he could until things were arranged, which Sirius can easily explain even to a kid that there were complicated legal matters Sirius had to navigate. And since Sirius and Remus are going to be the ones introducing Harry to the wizarding world, as well as telling him the truth about his parents, his loyalty to them should supersede anything Dumbledore might try without Sirius lifting a finger to try to make it so.

Yes, you aren't exactly putting lemons (which by the way, I would ave liked to see some) but you don't shy away from putting in small slices. it is a dirty world. please don't hesitate from flexing your power and burning a few people.

I absolutely approve of the Cissy dynamic. If only Sirius can bring Andromeda into the boat as well. I've seen many different approaches as to how Zabini was able to get away with murder, what is your scheme going to be?
