I do kind of wish he had shouted back at Petrel something like "being a construction sub-contractor isn't illegal moron! I even claimed the work on my taxes!". would have been a spectacular line to throw at the man as a parting dig.

The Larvitar line is some ubiquitous for characters to get, a departure would be a nice sidestep. Personally I'm hoping that he scores an A rank from the Gible line. If he can handle Geundy, he should be able to handle a Dragon, plus with the ground typing it suits his specialty, and Garchomps are actually pretty rare in stories.
Good that that relationship is severed. Funnily enough, he should actually be fine. Discreet construction work isn't illegal, as long as he reported it on his taxes, which he could have labelled under something related to freelance subcontracting labor. Assuming the League taxes anything like that. And on top of it being entirely possible he broke no laws doing the work, he has all the info on every base he ever worked on he can trade to make sure he's free and clear. he even knows a lot more than the bases he worked on that the League can raid, intel on other regions they are clearly in contact with. He knows the names and other info about the Admins. Hell he's practically a goldmine of intel he can trade. All he needs to do is contact his E4 connection and tell her he has a metric truckload of intel he's been gathering on Team Rocket for a few years that he's happy to give her for immunity from any charges, and as a bonus, he has committed no violent crimes or anything that hurt anybody, so he's happy to be her golden goose. With her involved, it makes it impossible for anyone lower on the totem pole to do anything with him telling any police he'll only talk to Lorelei. And he can tell her all of it, and the fact he basically turned himself into the most useful undercover agent the League ever had all on his own initiative without crossing any lines ought to be flabbergastingly impressive. All that work the League probably puts into trying to get undercovers or informants in Team Rocket, and here he just all on his own did what they probably haven't managed ever in intel. YEARS of construction work all over the place has to mean a LOT of places the League can hit if they are smart enough to cut him a quick deal while he holds all the cards, since every second they delay gives Rocket time to evac and clean those sites.
