Sorry, but I think Eloise is one. Specifically, there is a lot of bragging about her qualities, no real flaws, and a canon character instantly falls for her. She's got not character development, but me thinks she honestly only existed for wish fulfillment purposes, which by itself isn't good writing.
This said, despite the PWP, the read was a smooth one, and the prose didn't come across as purple like others do. Which is a good thing, just - the writer needs to think beyond just the words put down, but what they mean, and what they convey. The five parts of the story are character, plot, setting, theme and conflict, but there is really none of this in the story, thus PWP. No getting around that.
