In Harry's fifth year Dumbledore hired Umbitch {sorry typo ;-)}because the ministry was forcing him to. Or thats what i think it was. I used to be a big Dumbledore supporter, but I thought about it, and you're right.

I am such a H&G fan I hope you write more.
Is Harry going to let Ginny know and the others to start getting in shape too.
I know some people put R & Hr down but I think they all can work together.
My husban and daughter kee telling me they are not real!
