I know it has been literal years since this has been written over a decade. But to all the people saying, the doctor want to do this, or he's known as the oncoming storm, only to the Daleks. And the channelers in this world can get visions of the future and distant events. The idea that at some point in the past he came by this world and they Scried him and found out he was called the oncoming storm, is entirely believable.
Onto 'oh the doctor wouldn't do that.' He kind of would. He wouldn't directly kill them, but he would absolutely free the former slaves. And he'd say, be better. But there's also an equal chance that he would just stand by.
For the doctor, it really depends on the exact circumstances. When one of his companions is enslaved, and then they try and force them to kill. he's less likely to be merciful than if they just refused him. If they refused him and banished him because Rose couldn't channel, then he would just likely cause a subtle uprising and destroy the A'dam, While trying to convince them to show mercy, to be better.
The doctor can be absolutely ruthless when he feels the need to. He is especially protective of his companions. We've seen plenty of times where he's done things that are objectively terrifying. Sure, he's not killing them all personally, but I'm reminded of the ood arc. He stood by as they rebelled. There are plenty of other times as well where he's done that. The doctor for all that he preaches mercy and compassion can be very dark and angry. in my opinion, slavery is one of the few things that can truly get him angry as well. People should be allowed to make their own choices. He has always been a major proponent of that idea. of some one quite literally being physically incapable of disobeying you without being tortured is something he would hate.

One thing I always hated about the Wheel of Time, is how it ends with the slavery of channelers just being accepted.

As many others have said, I would love to see more of this. However, this short story is just right for what it is: a warning to the Dragon Reborn.

As far as readers saying that the Doctor doesn't do 'that', all the story the Empress related shared was the breaking of the bonds that kept the slaves in place. Be them animal, or human. As he has done many times in the past, what the oppressed do to to their former masters is not his concern. Yes, he may disapprove of the destruction, but he often looks at it as a sort if karmic rebalancing.

Yaaassss. Thank you, so much, for writing this. I didn't even realize this fandom existed until now! Anyway, fantastic, loved it, even though it was short. ; _ ; Ah well. The plot probably requires this to be a one shot in any case. Well done!
