Good choice for a crossover fic, I'd love to read more. The plot is interesting as it follows Conviction and the world of DC is always fun to read. You seem to have merged the two seamlessly and you have set up a good start! Keep writing!

good story here I like both Smallville and Splinter Cell. please keep going maybe we can get Sarah to be the new Splinter Cell since her father is getting there and he should take a desk job...

Having read this piece of work thoroughly, I can safely say that it is well written, and there is adequate description of the scenario where required. This is good, since it is quite a dialogue heave scene, so it adds to the atmosphere to have just the right amount of detail, and leave the broader elements to the reader (e.g this is set in a top secret boardroom/meeting room, and it's safe to assume that all the people at the table are in suits and ties, as they themselves have all been recruited from other agencies etc.)
As the beginning of a new story arc, it is only fitting that Sam himself gets a large-ish introduction, and since I know my way around the world of Splinter Cell reasonably well, it was certainly enough for less familiar people to glean the key points of the character. Perhaps a mention of his gravelly voice wouldn't go amiss, although I am aware that action heroes with a gravelly voice are somewhat of a cliche, and I am aware that in BlackList he will have a different voice actor, meaning he's now basically 35... Still, good that you got the part in about him being an elderly gentleman!
Concerning the SC story itself, this story does make numerous references to Sam's previous endeavours, such as the events of SC Chaos Theory. The attention to detail concerning the background of SC Conviction is impressive, although maybe slightly overwhelming and go straight over the heads of those less familiar withe the Splinter Cell franchise as a whole. Needless to say, this opening sequence does require extensive knowledge of the Splinter Cell Conviction story and plot, although I suppose this is nothing that could not be learned from the SC Wiki or a detailed Wikipedia article.
You have captured Grim's personality and humour well in this short segment, and the (working) relationship between Sam and Grim is an important one, and will be especially so as they are now at the head of their own agency, answering only to the President (and by the way, I don't believe you ever say that President Caldwell is a woman, but that is a minor note). The small nod to Chloe at the end was nice, and I agree that she should play a small but influential role, otherwise you might start asking questions like, isn't there a mild mannered reporter in Metropolis who could help you out?
All in all, a good introductory piece, and certainly the beginnings of a good link between the end of Conviction, and the start of Blacklist, with an element of crossover that could really work out well (assuming you are using NY in place of Metropolis)
I wish you luck with the next chapters, and this could really make an interesting comic book series...

Hmm...well I am not that well versed in these two fanfics, but from what I've got here, it looks to be an interesting start. I can't wait to see where this all goes. A little on the minimalist side on details, but I actually prefer that. Much easier when you're writing with already established characters, and thank god you're not one of those writers that go into heavy detail as to what every piece of garment the person is wearing.
