Okay, there's a glaring flaw in this chapter that I have to address before anything else, and that's this - it's too short. Or at least, it's far too short to have a flew chapters of an intro, then either going into a flashback (given it's italicized), or a diversion (as it mentions "less than five minutes away"). It's trying to get out too much far too quickly.
It does have potential in terms of tone, at least as far as what I generally associate with DC-related properties, but, yeah. Either needs to be longer or more focused.
