So, I think there is about to be a 'new' Queen Victoria, I also think that there is a force or person that the Queen senses and from this, she is telling Ceil to be careful. It also applies to whoever the mysterious person is.
She is Ceils mirror person.

I bet that Ciel is really puzzeled about that letter.
First because the fake queen would even write a poem of riddeled instructions to him and second because she even knew that he had found that girl. After all, there's only one way she could know about that.
