Underpowered by a good margin as in outnumbered 1/20.

UNSC using 200 to 250 year old ships. Only around 1700 ships with around 60 being under construction.

Pre-war UNSC had around 2000 ships and lost hundreds to a few thousands ships throughout the war and had a construction rate of around 30 frigates per month. 200 years later and they still haven't recovered to their Pre-war numbers? They should be in the thousands to low 20 thousands if they don't decommissioned ships and just keep on building new ones of the same class with new technology and then upgraded the older models. Also if they only build one frigate a month for the next 200 years, they would have 2,400 frigates. The UNSC build dozens of ships per month, but it was during all out war and survival. Still if they just built enough to protect them self and not try to build more extremely fast to replace destroyed ones, they should be in the low 10 thousands to 5 thousands as a minimal. And if they are afraid if war broke out with another galaxy posably millions of ly away, they would make preparations just incase. Like stockpiling, building ships in mass and then putting them in storage and having them sit their incase war broke out. If not then they have thousands of ships in cold storage (orbit over a planet, anchored to a space station).

Plus you do know how big SW is, even with the new cannon policy you are looking at around 10 to 20 thousand ship at most in a galactic war spanning thousands of planets and thousands of systems throughout the galaxy.

1700 ships is not going to cut unless they are as powerful as forerunner or as close as ancient humanity strong. With 200 years with access to Forerunner technology plus Trevelyan/Onyx and multiple halos. They should be dem near ancient human strong (tech wise). This goes back to my previous review about the antique stealth cruiser, lack of armament and shields.

Another thing I like to add is that it might be best to reduce the number of class ships you have. You have multiple classes for everything and some are just upgraded classes.

The use of outdated frigates, marathon got replace by the autumn class cruisers for being more durable and more heavily armored, cruisers are essentially battleships. If you are going to make battle scenes, its going to be complicated and confusion when we see 15 different types of ships and this is just for one group. It might be best to lower the number of classes or just get rid of the battleships and have 2 types of cruiser. Just a suggestion.

200 years and they are still using the point of no return? This is a prowler that predates the human Covenant war. Why are they still using it? Better to build a new class that would be more efficient in both maintenance and cost then to constantly patch and retrofit an ancient relic.

Also no shields, lack of offensive and defensive weapons and only 1 year worth of supplies. No Pulse lasers, EMP cannons, missiles, nuclear missiles and nuclear mines? Its almost twice the size of an aircraft carrier with like only 20 to 30 personal and not like 3 or 6 thousand, it should have well more then enough supplies to stay dark with no communications for several years. Plus stuff like cryo would insured that only essential crew are up and running and not none essential crew doing nothing.

The chapter is good, only a few things bug me like the antique stealth cruiser with lack of armament and supplies.

Overall i say you've made them underpowered after two hundred years I'd expect close to 10,000 to 20,000 ships because of forunner tech and remnants of the covenant attacking

Nicely done. You have succeeded in perking my interest. Be careful as a few authors have played with this idea. This has the potential to go far, I'd like to see it. You're dialogue in Chapter Two: I like. Good luck in your endeavors.
