Fail. You fail hard. There is no such fucking thing as a shinobi or civilian council in Naruto. There is a Konoha one which consists of only Koharu and Homura. And they can only give advice to Hiruzen, nothing more, nothing less. Stop using bullshitary from other stupid ass fanfiction stories on this site. And stop with the stupid bashing man! It's stupid. It's gets really fucking stupid.
Also, why would the shinigami randomly decide to take Kushina's soul for? Makes no sense. None whatsoever. It would take the one which summoned it as payment for its work. Especially considering the fact that Minato, the who summoned the shinigami, is much more powerful than Kushina. Anyway, this story's too stupid and incomprehensible for me to enjoy. Sorry.

the Kyuubi/Kurama's chakra is harmful to everyone that is not an Uzumaki, if you are not an Uzumaki then your fucked because you will died within a few hours after becoming the host of Kurama.
