Beautifully executed and with great insight into Snape's character, except for a couple things that it has in common with most such stories. (Doesn't diminish the excellence of the writing!)

Snape could never approach Petunia's house believing in a spoiled HP. Snape ~knew~ Petunia: he would realize - immediately he heard where Harry was - that he would never be spoiled there. In fact, Dumbledore in canon had to have concealed that little detail from Snape to prevent him from saving the kid then and there. Snape needn't have liked HP to accept that his promise of protection required him to keep the boy far away from Petunia.

Snape would also have little reason to hate the younger HP, whose appearance was unknown to him. He'd be much more likely to keep in mind that this was also Lily's child, and more hers than James's (scholarly type, would know about X Y and mDNA).

Again, these things don't decrease the very high quality of your writing and your perception of Snape. Given the assumptions you used, this was exactly what he would think and exactly what he would do (with the possible exception of his doing something about the Dursleys that didn't ...technically... violate the law forbidding using magic on Muggles).

Terrific! Bumbles is not going to be happy Harry was removed. Poor him. Report APWBD to the DMLE. Let them sort him out.

Mentally snarking Snape is always enjoyable. Just one small complaint, It was over too soon.
