Chapter 68 – Confusion and Covert Actions

WEEEOOO
A loud alarm sounded throughout Water Seven, making the citizens all stop what they were doing and look towards the various speakers across the island.
"This is an advisory from the Water Seven Weather Bureau. The entire island is on Aqua Laguna alert at this time." The words came from the speakers calmly, as they did every year. The incoming storm was already bad enough, there was no reason to potentially start a panic with a frantic warning.
One of the citizens blinked and lowered the newspaper he'd been looking at. "That's right, it's that time of year…"
"After the incident with Mr. Iceberg, I had totally forgotten about it." A woman said as she blinked once, the fervor to hunt down the Straw Hat Pirates calmed down a little amongst the crowd at the alert.
"Repeat advisory… At this time…" The announcement started up again from the speakers.
-Franky House-
"Aqua Laguna is coming!"
"Notify every household that hasn't heard!"
"All work stops now!"
The shouts from the town were loud enough to be heard even from the distance that the Franky House was from the nearest houses and businesses.
"Aqua Laguna?" Chopper looked at Sanji in confusion.
Sanji shrugged once before getting the attention of one of the Franky Family members. "Hey, what's this Aqua Laguna thing?"
The Franky Family had stopped dismantling the Going Merry (even though they were close to finishing) and began to secure the Franky House for the coming storm. All of them clearly knew what was going on, but none of the Straw Hats did.
"Oh, yeah, you guys wouldn't know." Zombai said as he stopped near Sanji and the other Straw Hats. "This is a bad time for people to come to Water Seven. The Aqua Laguna is a high tide."
"High tide?" Vivi asked curious as to why a change of tide would be a big deal.
Zombai nodded to the princess. "Yeah…but this isn't like any tide you'll see on another island. It comes along with a huge storm! We'll all need to evacuate to high ground because this place will be underwater!" He waved his hands above his head to emphasize the danger of staying where they were.
"HUH?! THIS WHOLE AREA?!" Usopp cried out in shock.
"Oh…well, not right away." Zombai said as he rubbed the back of his head. "According to the forecast, it's going to hit about half past midnight, so we have some time. It's an annual thing for Water Seven."
Chopper seemed terrified. "This whole place… Will sink underwater…?!"
"Repeat advisory. Tonight at 12:30am, all of Water Seven is on Aqua Laguna Alert." The speakers repeated again.
Luffy perked up and looked towards the town. "Franky and the sisters are back!" He had a big smile on his face as he'd been waiting for Franky to return with the Adam Wood so that he could go and try to see Iceberg.
Sure enough, only a minute or so later, Franky was seen hauling a massive wagon with a huge load of something covered and wrapped in a white tarp. On either side of the wagon were Mozu and Kiwi, acting like guards for the hidden Adam Wood.
"Big bro!" The Franky Family cheered at Franky's return.
"I'm back!" Franky yelled out as he pulled the wagon onto the small peninsula that the Franky House sat upon. As he turned with it, the wagon was revealed to be three equally large wagons hitched together like a train. Only Franky's incredible strength allowed him to move it so easily.
"We've returned!" Mozu and Kiwi called out as well.
Nami looked over at Luffy with a flat stare. "Just wait a little longer, Luffy."
Luffy hung his head and pouted a bit, having wanted to rush off towards Dock One so that he could try to see Iceberg. "Fine…"
"Fufufu…" Robin giggled as she smiled at Luffy's pout. "You can go check on Iceberg soon enough, I'm sure."
"So…is this all the Adam Wood?" Zoro asked with a yawn as he looked at the three huge wagons and the wrapped cargo. He'd been napping after lunch when all the commotion started and woke him up.
Franky nodded, though he seemed troubled. "Yeah, every last bit that was being auctioned." He looked at Zombai with serious eyes. "Tell me… What's this about?" He held up the newspaper showing the headline of Iceberg's attempted assassination.
Zombai looked at the paper and gulped. "Y-Yeah, big bro! We just found out about it a little while ago too! No one seems to know what's going on!"
"While walking through town I heard that Iceberg said Nico Robin was the one that shot him last night!" Franky nearly bellowed as he shot a glare at the archaeologist.
"THAT'S A LIE!" Luffy was in Franky's face before anyone had even seen him move. "ROBIN DIDN'T SHOOT ICE POPS!"
"That's right! Robin was here with us all last night!" Sanji was also in Franky's face. "How dare anyone accuse her of anything!"
Usopp nodded rapidly. "Yeah! Robin was here with all of us!"
"None of us left here last night!" Vivi said as she looked between all of her nakama.
Nami narrowed her eyes. "Iceberg said Robin…specifically? But not any of us?" That didn't seem right for only Robin to be singled out.
Mikita shared a look with Nami, her blue eyes narrowing a bit. "Yeah… That's suspicious." It was similar to the actions that had occasionally happened back in Baroque Works.
"Th-They're right, big bro!" Zombai interjected with his hands raised, trying to diffuse the near palpable tension in the air. "We worked through the night and the Straw Hats were watching us the whole time!"
Franky pulled back from butting heads with Luffy. "Is that right? You sure?" He looked at Zombai for confirmation.
Zombai nodded rapidly. "Absolutely, big bro!"
"Well… Then what the hell is going on?" Franky scratched his head in confusion. "Iceberg said that he specifically saw Nico Robin last night… He's not one to lie about something like that."
"You never heard of a disguise before?" Sanji asked with a scoff. "Obviously someone is trying to frame Robin!"
"Yeah!" Luffy said with a firm nod. "Robin would never shoot Ice Pops!"
Robin's face was set in a stoic expression. "I believe the government is involved in this. More specifically, Cipher Pol Nine, the secret operations group."
Mozu and Kiwi both looked at Robin like she was crazy. "Cipher Pol Nine? They're just an urban legend; they don't really exist."
"No… They exist." Robin said with a cold tone filled with the memories of her painful past.
A strong arm gently wrapping around her shoulders and pulling her into a warm hug banished those old memories. Luffy was at Robin's side, holding her close with a warm smile on his face. Only a second later and Nami's arm wrapped around Robin's waist, offering her a comforting hug as well. Mikita wrapped her arms loosely around Robin's waist from behind.
Robin couldn't stop the smile that spread across her face from all of the love and support that she was getting. "Thank you." She said softly to her lovers.
"Robin!" Chopper was hugging one of her legs tightly, nearly crying as he looked up at her. "Don't be sad! We're all here for you!"
"Of course, Chopper." Robin said with a small smile as she gently rubbed Chopper's back.
The rest of the Straw Hats, minus Zoro, crowded around Robin to assure her that they were all there for her. Zoro merely gave Robin a firm nod and eyes like steel instead of moving closer. He wasn't one for physical shows of emotional support.
Franky wiped at his eyes at the display of closeness and support between the Straw Hats. "Y-You guys… You're so awesome!"
"So awesome!" Mozu and Kiwi agreed with happy tears streaming down their faces.
A bit later, after everyone had settled down a little, the conversation resumed.
"So, you're saying that the government's secret operations guys are most likely involved with this assassination attempt on Iceberg?" Franky asked Robin as the rest of the Franky Family moved all of the Adam Wood inside and secured it against the approaching Aqua Laguna. "Any idea why?" He cracked his knuckles with a scowl on his face. "Damn government…" Franky muttered under his breath as memories from years ago crossed his mind.
Robin shook her head. "I couldn't say why they targeted Iceberg. There could be any number of reasons… But implicating me fits with their longstanding goal of capturing me."
"Not happening!" Luffy denied instantly, making Robin smile softly.
"As it stands, there must be something that Iceberg has that the World Government wants for them to target him." Robin said with certainty as she looked at Franky.
Franky's expression didn't change, but behind his sunglasses, his eyes widened. 'There was something that Ice for Brains gave to me a while back…those blueprints. He gave them to me saying something about keeping them safe because Tom wanted to keep them out of the hands of others. Is it the blueprints that the government wants so badly that they're willing to kill for them?'
"Could we figure out what's going on by talking to Iceberg?" Nami asked, wondering if they couldn't clear up this situation.
Mozu shook her head once. "I don't think that's a good idea."
Kiwi agreed while matching her sister's head shake identically. "All of Water Seven is already looking for you guys in a rage. If they see Robin then who knows what the people might do!"
"Yeah! You guys should lay low here!" Zombai said to the Straw Hats. "No one knows you're all here right now, so you'll be safe until we can figure something out!"
"That's not a bad idea." Usopp said while taking up a thinking pose. "If we give the people some time to calm down, then a few of us might be able to get an audience with Iceberg and clear up this mess."
Sanji lit up a cigarette and looked at Usopp. "And what are we supposed to do if the ones that framed Robin make another attempt on Iceberg's life while we're all laying low?"
Usopp opened his mouth…but realized he had no answer and slowly closed his mouth as he thought about the situation again.
"Don't we have to worry about this Aqua Laguna thing coming tonight too?" Mikita asked as the announcement was still occasionally playing over the speakers.
"This almost seems like it was planned so that we couldn't see Iceberg even if we tried." Vivi said as she thought about the timing of Iceberg's assassination attempt and the incoming Aqua Laguna. "If we try to see Iceberg now, we'll run afoul of the townspeople that're mad about Iceberg being attacked. But if we wait too long, the storm will hit this island and no one will be able to move about freely."
Zoro sighed at the problem they faced. "So, we can't go now and we can't go later. What, exactly, are we supposed to do then?"
"Wait…" Nami looked around suddenly. "Where's Luffy?"
Everyone blinked and quickly looked around. When no one saw Luffy anywhere, they began to panic.
"THAT IDIOT!" Sanji yelled out.
"OH NO!" Chopper screamed as he quickly realized where Luffy had most likely gone.
Mikita facepalmed with an audible smack. "Of course he ran off…"
"We need to stop him!" Vivi said as she stood up quickly.
"How're we supposed to catch him?!" Usopp questioned with his eyes bugging out. "He's lightning! Luffy might already be over there!"
Franky looked at each of the panicking Straw Hats. "He wouldn't really try to force his way into Galley-La…would he?!"
The deadpan looks that he got from the entire crew quickly answered his question.
"We should at least TRY to stop this situation from getting worse though, right?" Zoro said as he pushed off the wall that he was leaning against. "Let's just head over that way as fast as we can and try to stop Luffy from making a bigger mess than the one that we're already in."
Chopper agreed with Zoro quickly. "Yeah! We should try to stop Luffy!" Then he tilted his head. "Should I bring my medical supplies and offer to treat Mr. Iceberg's injuries while we're there?"
"I doubt that they'd let you, honestly." Sanji shook his head. "But if we're doing this, then we should hurry."
"Should Robin really leave? The angry citizens are looking for her specifically." Vivi worried that if Robin was seen that the situation might instantly devolve into violence.
Franky looked at Mozu and Kiwi before grinning at the Straw Hats. "She can stay here where it's safe! The Franky Family will watch over her!" He slammed his forearms together above his head -mimicked by Mozu and Kiwi- to form the blue star again. "We'll keep her SUUUUPEEERRR safe!"
"SUUUPEEERRR!" Kiwi and Mozu cheered from either side of Franky.
"Is that okay, Robin?" Nami asked Robin, not willing to make a decision for her nakama.
Robin smiled at Nami and the others. "Yes, that's fine. I'd rather not cause a riot or worse in this situation." It would be foolish to go out and confront her accusers right now; the entirety of Water Seven was basically a powder keg at the moment and her presence would be equivalent to a lit match.
"Then we should head out and try to keep Luffy from kicking the hornet's nest." Mikita said as she gave Robin a quick hug.
"Yeah!" Usopp and Chopper yelled out as they headed for the doors of the Franky House.
"Wait for us!" Sanji shouted after the two.
In only a moment the Straw Hats were off to try and retrieve Luffy before the situation could become any worse.
"Let's not travel through the canals." Vivi suggested as sand poured from her body and formed a platform large enough for everyone to stand on. "I'll carry us over the rooftops!"
"Good idea, Vivi!" Nami beamed at Vivi as she jumped onto the sand platform.
Once everyone was standing atop the platform, Vivi willed it to move and the crew was lifted into the air. As soon as they cleared the nearby rooftops, Vivi urged her sand ahead, moving above the bustling city while the various calls from down below made all of them worry a bit.
"Has anyone found the Straw Hat Pirates yet?!"
"No! It's like they vanished!"
"We still need to prepare for Aqua Laguna!"
"Did anyone check the sea train station?!"
"Man… They're really pissed off." Zoro said as he glanced over the edge of the floating platform as it moved swiftly across the rooftops.
Usopp's legs shook a bit before he smacked his knees to stop them. "We REALLY need to get to Luffy before anything happens!"
-Galley-La Office ~ Iceberg's Home-
A snap of electricity was the only sound that announced Luffy's arrival right in front of the building, startling the large crowd that was gathered around.
"Eh?!"
"Isn't that?!"
"IT'S STRAW HAT LUFFY!"
Luffy waved to the people nearby. "Yo! This is Ice Pop's house, right?"
"HE'S BACK TO FINISH OFF MAYOR ICEBERG!" Someone yelled out suddenly.
That seemed to flip the crowd's switch as they shifted from shock to rage.
"Get him!"
"Don't let him near Mayor Iceberg!"
Luffy easily weaved around the grasping hands of the people with barely any movement. "I'm not here to hurt Ice Pops. I just want to talk to him about what he said about Robin!"
"Like we'd believe that!" One man said as he tried to grab Luffy's arm, only to miss.
"Back away! We'll take care of him!" One of the Galley-La workers shouted as the entire group posted outside of Iceberg's house rushed at Luffy.
Over a dozen men rushed at Luffy with all manner of tools wielded as weapons.
"Take this!" The lead man swung a huge saw at Luffy's head.
Luffy barely ducked and the blade passed over his head.
"I've got him!" A different man in an orange jumpsuit lunged forward with a huge wooden mallet.
"Seriously," Luffy weaved around the swing. "I just wanna talk to Ice Pops about what he said."
"Fire!" Three of the workers had pistols and fired them straight at Luffy.
The only sign that anything touched Luffy were three small sparks on his chest. All three rounds passed through him without anyone seeming to notice.
"Eh?!" The workers gaped at Luffy.
"W-We hit him, right?"
"Yeah…"
Luffy grimaced as the workers continued to attack him. "Hey, can't you all just move? I don't want to knock everyone out."
"Now you're threatening everyone here?!" Two more workers shouted from behind Luffy as they swung their huge saw blades at his back.
"You guys are getting annoying!" Luffy said as he easily leapt over the wide swings without even looking.
"How does he keep doing that?!" One of the workers asked loudly as Luffy was easily dodging every attack.
The clouds above continued to spread, some growing darker and turning from white to grey. The smell of rain was starting to fill the air as well, heralding the coming storm.
"Move aside!" Paulie called out as the Galley-La foremen emerged from Iceberg's house.
All five men were wielding weapons, everything from large saws to huge caliber guns, and Tilestone even had a hand cannon ready to fire. Each of them had stern looks, glaring at Luffy angrily for what they believed he and his crew had done.
"I'm amazed that you'd show your face here again, Straw Hat!" Paulie said sharply, his glare boring into Luffy.
"Why? I'm just here to talk to Ice Pops about what he accused Robin of because he's wrong." Luffy said simply, as if they should all believe him just because he was, in fact, telling the truth.
Paulie nearly bit through his cigar. "If you're gonna play dumb then I'll just turn up the heat!" He threw his arm forward and a rope shot from the sleeve of his denim jacket. "Rope action! Half knot!" The line looped and tried to go over Luffy's head.
Luffy caught the rope easily. "That's a cool trick." He threw the rope back only for Paulie to catch it and spin it around.
"Go get him, Galley-La!" The gathered citizens shouted and cheered.
"The foremen will take Straw Hat out!"
"The five strongest of Galley-La will take him down!"
Boom
Two huge rounds passed straight through Luffy from the huge caliber pistols that Lulu wielded.
"I don't have any reason to fight you guys." Luffy said to the five foremen, barely even registering the previous attack.
"Did you eat the Devil Fruit?" Lulu asked as he saw the complete lack of reaction. He rushed Luffy and threw a kick at the pirate's head. "Take that!"
Luffy leaned backward slightly and let Lulu's leg pass through empty air. With a simple pivot, the foreman went flying through the air as his kick missed entirely. Six chisels flew through the air and Luffy weaved around them with the barest of movements.
"He's fast!" Kaku said with a grimace as his attack failed.
"TAKE THIS!" Tilestone bellowed out as he swung a huge timber at the back of Luffy's head.
"Okay." Luffy caught the timber with one hand, stopping Tilestone's swing cold.
"EH?!" Everyone watching gaped with bugged out eyes at seeing Luffy catch a swing from Tilestone's ridiculous strength.
"He can stop Tilestone's monstrous strength?!" One of the other Galley-La workers cried out in shock.
Tilestone put his massive hand cannon -which was basically just an actual cannon on a huge handle- right in Luffy's face. "GOT YOU!"
BOOM
The blast rocked the area and kicked up a huge cloud of smoke.
Luffy stepped out of it without a mark on him, only a few scant sparks of electricity arced off his body to show that he'd been hit at all. He shoved the huge hand cannon aside with one hand as Tilestone gawked at him. A split-second later and Luffy's eyes glanced to his right.
Lucci's palm came straight at Luffy's face, but was dodged by the barest margin with a backstep. Narrowing his eyes at his attack being dodged, Lucci rained a barrage of palm strikes down on Luffy. Every stroke was knocked away by Luffy as if he saw them coming before Lucci even made a move.
"Why you…" Luffy smacked Lucci's hands away forcefully, making the foreman's eyes widen in surprise. "Knock it off!"
Lucci narrowed his eyes and spun with the force of Luffy's smack to slam his hand into the pirate's chest.
Whap
"I said stop." Luffy had Lucci's wrist in a powerful grip, stopping the palm strike completely.
"Rope action! Bowline knot!" Paulie's rope was wrapping around Luffy's wrist by the time he'd even called out his attack. "Got ya!" Paulie felt the line tighten and jerked it with all of his strength. "Air Drive!" The one he pulled over to him wasn't Luffy though. "Lucci?!"
Lucci landed on his feet with a glare at the line tied around his wrist. He'd only seen it as a blur, but Luffy had pulled his wrist forward, changing whose wrist the rope was tying up in only a split-second.
"I said, I don't have a reason to fight you!" Luffy yelled at the five foremen.
Kaku took Luffy's back, aiming to land a kick to the side of Luffy's head. "We're the ones that want an explanation!"
Luffy caught Kaku's leg and then whipped the man into the ground. "We didn't do anything! Robin was with us all last night! We're having our ship dismantled, why would we attack Ice Pops if we're doing that?!"
Kaku, having managed to catch himself with his hands and prevent any impact with the ground, looked up at Luffy with narrowed eyes. As soon as Luffy let go of his ankle, he leapt backwards and landed next to Lulu. "Isn't that exactly what someone trying to hide their involvement would say?"
"After Mayor Iceberg woke up, he said that there were two assassins!' Paulie yelled at Luffy. "He specifically identified Nico Robin as one of them!" He pointed at the pirate angrily. "Did you come to this island intending to kill the mayor?! Or did you decide that after you met him yesterday?! Answer me!"
"Robin didn't do anything!" Luffy shouted back powerfully, making most of the people around flinch and take a step back instinctively. "If you say that again I'm gonna punch you for real!" He held up his fist to reinforce his threat.
Rmmmbbbllleee
Thunder rumbled in the sky as the clouds darkened completely, turning dark black. It was as if nature was in agreement with Luffy's anger. A few drops of rain began to fall here and there, barely enough to be noticeable. The thick clouds and the setting of the sun quickly made the afternoon look like early evening.
"Dead or alive… Do you know what it means to be wanted men?" Kaku asked Luffy seriously, his eyes partially shadowed by the brim of his hat. "You pirates have no recourse, no matter what anyone does to you. World law doesn't protect you."
"We're outlaws." Luffy looked directly into Kaku's eyes as a pressure seemed to fill the air. "I know that. But it doesn't mean that we don't tell the truth."
All of the regular citizens broke out into flop sweats, their anger snuffed out like a candle in the wind.
"Let me see Ice Pops." Luffy said without any room for further discussion, the pressure in the air (and in all of the people's heads) continued to grow more intense.
"LUFFY!" Nami yelled from the sky as a cloud of sand nearly crashed down into Dock One.
The rest of the Straw Hats had arrived.
"Stop fighting!" Vivi was at Luffy's side in a swirl of sand, holding tightly to his left arm. "We can't resolve this with violence!"
Zoro and Sanji took up positions on either side of Luffy. Looking between their Captain and the five foremen. Noticeably, Sanji didn't take up his fighting stance, nor did Zoro place a hand on the hilt of any of his swords.
Mikita gently took Luffy's right hand into her own. "Let's calm down, okay?" All of the Straw Hats could feel the barely restrained Conqueror's Haki that was simmering just beneath the surface of Luffy's control.
"Seriously, why did you run off by yourself, Luffy?" Usopp demanded as he eyed the angry looks that were returning to the faces in the crowd.
Chopper stepped forward, placing himself between Luffy and the five Galley-La foremen. "I'm a doctor. If you'd allow it, I'd like to see the mayor and offer my medical services." He bowed at the waist to the men; the sincerity and genuine offer was impossible to mistake as a trick. This was a doctor through and through, someone that only wanted to help the sick and injured.
"We can't allow that!" Lulu said firmly, even though he could tell that the strange Chopper was legitimately offering medical care for Iceberg. "The best doctors in Water Seven are already taking care of the mayor."
"Look, none of us had anything to do with the attack on Iceberg." Nami said plainly, keeping her voice calm and controlled to not escalate the situation. "We have witnesses that can confirm where we were all last night, and what we were doing. Our ship is in the process of being dismantled as well. Why would we attack the mayor AFTER having our only way off the island taken apart? Just think about it!"
Paulie scoffed at Nami's words, while also clearly not looking anywhere but at her face given Nami's outfit of a tank top and mini-skirt. "Even if what you say is true about your ship... That doesn't mean that you wouldn't just take one of the last two sea trains to escape before Aqua Laguna hits this island."
"I notice that Nico Robin isn't with you." Kaku said after looking at everyone present. The numbers definitely weren't in their favor anymore. "Perhaps you're trying to distract us so that she can take another shot at Iceberg?"
"OH NO!" Tilestone yelled out loudly. "MAYOR ICEBERG!" He turned around, about to run back into the building to try and protect Iceberg from the potential assassin.
He was stopped in his tracks by Lulu. "Stay here, Tilestone. It's just an example. Besides, Kalifa is with the mayor, she can protect him until we get there."
-Franky House-
The dark clouds had rolled in along with a strong wind. Thunder rumbled throughout the sky, followed by an occasional flash of lightning. Rain had begun to fall now as Aqua Laguna rapidly approached the island as the sun began to set completely. Soon enough, the night would be upon Water Seven and with it the yearly high tide.
Outside of the house stood two costumed people in large cloaks, wearing masks that completely hid their heads. The rain ran off their black cloaks as they approached the odd house. The noticeably taller person walked alongside a person of average height. It was impossible to tell if either person was male or female with how thoroughly they were covered.
"The targets have been confirmed to be here." The taller one said in a deep voice. "Both Cutty Flam and Nico Robin."
"Good. Let's grab them and get on the train before this storm gets any worse." The average height person said in a voice that was clearly masculine as well. "We're allowed to get rid of anyone in the way, right?"
The taller one kept walking without breaking stride. "Yes. Orders are to take both targets and escort them off the island as soon as possible. Any obstacles are to be removed with whatever force is necessary."
The smaller costumed man let out a slight chuckle. "So, we can kill the interlopers if necessary, good to know."
The two men reached the wall next to the door and the large costumed man put his back to the wall.
"Doa Doa…" The large man said.
The attack on the Franky House had begun.
-Water Seven Harbor-
A small ship sailed into the harbor as the wind and rain picked up even more.

"Ngagagaga! Don't jump around, Chimney." Kokoro cautioned her granddaughter. "The waves are getting rougher." She looked out to the sea for a moment as their small ship slowed and came even with the concrete pier. "This Aqua Laguna is going to be one for the history books…"
The crash of thunder as lightning arced through the sky certainly lent credence to Kokoro's words.

Well…shit.
Luffy is fighting without really fighting, trying to reason with the Galley-La foremen.
The rest of the Straw Hats quickly chase after their Captain, leaving Robin hidden and under the protection of the Franky Family.
Unfortunately, it seems that the location of Robin and Franky has already been discovered as two costumed men move to attack the Franky House!
Just as the Galley-La foremen believe that the Straw Hats might be trying to distract them from another attempt on Iceberg's life…it seems that the fight between the foremen and Luffy has been used to buy time by those plotting in the shadows.
