My main toon has strong opinions over this matter.

Because nothing like it ever really exists on both sides. Unless it's the Captain of Havoc Squad, being a practical soldier. Having just gotten his snow-camo armour for himself and his XO, Hoth seemed to be (more like WAS) the perfect place for him to make full use of it.
"WHY THE HECK ARE ALL THESE SOLDIERS WEARING BLUE HIGHLIGHTS ON THEIR ARMOUR?!"
Literally the first thing the Vanguard screamed when he stepped out into the harsh, snowy outside of Aurek base, thankfully interrupted from further outbursts by an embarrassed Elara's hand on his helmet. That earned him some interrogative stares from nearly every other Republic soldier in the audible vicinity.
"Sorry about that, my CO has some problems... carry on. Just ignore us. That is an order."
The poor Lieutenant had to drag her raging Captain, screaming and ranting all the way back to a corner behind the base. And he only let her because... relationships.
"Look, sir. You could be much more profession-"
"PROFESSIONAL! THIS IS THE KIND OF SHENANIGANS THAT GETS GOOD SOLDIERS FLUSHED DOWN THE DEATH TOILET! AT LEAST THE BLACK UNDERSUITS COULD BE COLOURED WHITE, AND THE BLUE COULD BE MUCH LIGHTER IN COLOUR OF ALL THINGS!"
Elara could do nothing but watch the trooper in front of her vent all his anger into the snow, both on the ground and on the wall of the base structure. She even had to restrain him when he pulled out his rifle and attempted to launch an artillery blitz into the snow nearby.
It failed. Depressions of melted snow were scattered in a patch of ground ten metres from him. At this rate of violence and pure rage, he could outdo a Sith Lord. Elara sighed in relief when his violent temper abated after that.
"...Sorry about that. Just that, why can't the Republic jus provide these men with proper snow camo? Yuun should go and teach them a few lessons about blending in, considering how well his armour camouflages into the background of Hoth."
"I'm sure the extra bits won't matter... as long as the enemy doesn't get a chance to invade this place. Also, how expensive do you suppose this camouflage is to mass-distribute?"
At that moment, the Vanguard remembered the GTN. The white dyes and paints for armour were expensive to the point of millions- or billions?
"I guess the military just makes do with whatever limited logistics they have. However, I must wonder... what about the Imps? How are they like?"
"Well, you see sir..."
Meanwhile, on Vaiken Spacedock...
"WHAT DO YOU MEAN I CAN'T GET MY WHITE ARMOUR DYES! HOW ABOUT THE TROOPS! HOW DO THEY GET IT AND I DON'T! IF I DON'T GET ANY FORM OF SNOW CAMOUFLAGE, I WILL-"
"You're talking to a GTN terminal, you know?! Besides, that vendor over the other side has some perfect Hoth gear. Why can't you just check with him?"
"For a mighty Sith Juggernaut guy, you seem awfully cuckoo."
"I know, Vette. I know..."
