What if he was more subtle in his recruitment methods once he heard on Taylor. Coil could easily manipulate Taylor to come to his side through negotiation by making arguments of how corrupt and inefficient the PRT is and try to show even if his methods are extreme they produce results. Having a spymaster who can listen into any conversation and event through inconspicuous bugs would really be helpful in the long run for him.
