Full summary: The Legendaries of the world can't compete against the human race's sheer advancements in technology. With limited options and even less time on their side, the Legendaries make their choice and decide to put their faith in 84 humans. Can humans handle the powers gifted to them by the strongest beings of the pokémon world or will they abuse them? Will the humans marked by the Legendaries fight against the Legend Hunters and risk becoming targets themselves?
Prologue: Advancements
"The Hunters are getting too bold."
"I think you mean too smart. Their technology has advanced far past what it once was and they are getting closer to catching us. What's to stop them from capturing those of less power?"
"I'd be angrier with that statement if it wasn't true. We aren't all equal in terms of power."
"Not all humans are trying to catch us…"
"Just the minority."
"The main question is what do we do to stop it?"
"We can't stop them from getting smarter or bolder and showing our power or destroying their bases of operations will only be asking for trouble."
"We could just kill the bad humans…"
"We could but what separates a truly bad human from a desperate one or one who was forced into joining an evil organization?"
"We'd end up killing innocents as well who get caught in the crossfire of our battles or those who don't want to hunt or hurt us but have to because if they don't they will get punished or worse killed for being disobedient by their superiors."
"…Fine."
"What about the Hunters?"
"Killing them will cause more trouble for us as the Legend Hunter's families will make it their personal goal to capture or kill us in revenge."
"…I wish you weren't right about that…"
"Killing them would make our lives easier… but I see your point."
"Killing them would only cause more problems but leaving them alive doesn't help us either because they can use what they learned in their previous failures to succeed at a later attempt."
"Regardless,"
"That still leaves us in a dilemma of what to do."
"There is one thing we can do…"
"We are not being caught by humans!"
"Even if they are good and respect our wishes?"
"No. We will not do that."
"We are running out of options. Human technology is too advanced; they are finding ways to catch us and have nearly succeeded in the past. With this advancement in their human contraptions, they will succeed in capturing us and once they capture one of us they will use us against each other and they won't stop until we are all under their thumbs."
"…"
The Hall of Origins was silent as that information sunk into all the 84 legendaries' heads, giving each of them time to process the information and everything that had been said thus far.
No matter how one looked at it they only had one option and not all were willing to put their trust in the humans of humanity. Especially with their track records of trying to catch them or having the evil ambitioned ones manipulate them to do their evil deeds.
"It looks like we have no other choice but to trust the humans…"
"Yes… it seems so."
"I know not all of you are fond of this idea, but it is the only option we have."
"So… you want us to bond with a human. What exactly will that entail?"
"We will watch the humans and see which ones are worthy of being our Bonded. We must choose carefully and tread with caution. We do not have to make our choices now but we must make them soon. Upon the humans we have that deemed worthy we will mark them, straining their skin with our essence. Upon gaining this marking our essence will allow them to have a tiny fraction of our power, the very nature of our typings. They won't be able to use it right away because the essence will need time to settle, and their bodies will need time to adapt. We will be able to go to our Bonded's location if we are in danger and we can hide within the marking. Our Bonded's can summon us if they are in danger, and we will answer their call because they are giving us safety and respite from the Hunters. When we inhabit the markings on their skin, we will increase the existing essence within their bodies and giving them greater access to our typing's abilities. This is what we know for sure. We don't know everything because this type of bond hasn't been done before now."
"... I don't like this. I am against it."
"We have no other choice unless you want us to get captured?"
"I don't want that! I would never want that to happen to anyone! But this… this idea, this mere theory will it really work?"
"We don't know."
"None of us know how exactly this will play out."
"Except the psychics and they're keeping their lips sealed!"
"We cannot reveal the future or else we risk altering its course. All we can tell you is that it will be fine. You will understand when the time comes."
"Enough squabbling! Are we all in agreement with this or aren't we!?"
Silence once again rang out in the Hall of Origins, the other 84 legendaries looked at each other, no one wanting to be the first to speak in agreement or denial to their Creator. Slowly paws, wings, and appendages of all sorts raised in silent agreement. As one they all answered.
"We agree."
The Creator nodded once. "Good. Start your searches but be cautious. Do not allow yourselves to be captured by the Hunters, stay together with your partners as much as possible. If you find yourself in trouble, call for help or send out a signal."
With those parting words, the 84 legendaries scattered, splitting off into pairs, trios and quartets as they did so.

The Devices starting trainers get have been moved from here to my profile at the bottom but here is a short list of the devices trainers can start with, only a few are mandatory.
Mandatory devices given to all starting trainers by the Region Professors: Pokédex also known as the Dexwatch, 6 Pokéballs, and Portable Barriers.
Optional devices: Phone Apps, AirPods, Backpack Unlimited Storage System, Tent, Kitchen, Grooming Station, Washer & Dryer, and Trapping System.
The Region Port System isn't something trainers will get or carry around with them. They are ports located all over the world. They have their own Access Points located in and around all cities and towns but can also be found in and accessed from certain buildings such as Police Stations, Ranger HQ's, Centers and League Stadiums.
