Author's Notes: Hi there everyone! For those of you who don't know me. My username is Very New To This. I'm just a person who wants to write fanfiction, especially Hunger Games fanfics in my spare time.

For those of you who may remember me, you guys may remember I've tried to write a "What if Prim wasn't reaped for the Games and another girl was picked?" fanfic titled Different Slip, Different Games, Different Outcome. I'm really sorry I haven't gotten another chapter out for that fanfic. I still want to finish that story, but like most fanfic authors, life has got in the way.

You may be wondering what this new Hunger Games fanfic story is about.

This HG fanfic story is basically kind of like Romeo and Juliet and West Side Story, but only the main characters won't fall in love with each other. One, because I don't know how to write romance. Two, because I want the main characters to just be friends with each other.

It's also not related to my previous Hunger Games fanfics headcanon wise.

Most importantly, this is a HG fanfic story about what happens after the Second Rebellion. About what Panemian (The term I like to use to name the people who live in the country of Panem) society looks like a few years after the Second Rebellion succeeded. About all the issues this new Panemian society now faces.

Because as a realist and someone who likes to read about real life civil wars, revolutions, etc., no nation, either real or fictional, ever heals itself quickly after a period of unrest and violence. The process of healing, rebuilding, and reconciliation within a war-torn nation is a long and painfully slow process that I want to capture through writing these characters you're about to read about.

This chapter is simply a reference chapter, a sort of guide just in case you lose track of which character is related to who, which character is in which group, what kind of fictional events may have happened before, during, and after the Second Rebellion, and etc.

The Main Characters

Sasha Colbert is a 16-year-old girl born and raised in District 8. She's Caucasian with shoulder length brunette hair, blue eyes, a birthmark on her neck, and she's 5'6. She was released on parole due to her age where she goes to school at South Copper Rock High and works part-time at an ice cream shop.

Rocky Dominguez is a 16-year-old boy born and raised in District 2, but he now lives with his older sister, Toni, and uncle in Copper Rock. He's Latino with dark hair, brown eyes, wears glasses, and he's 5'7. He goes to school at South Copper Rock High.

The Cadets

The Cadets were formed a little after Toni moved to Copper Rock with Rocky and her uncle. They primarily consist of young people from Districts 1, 2, and the former western half of District 4 now called District 14.

All of its members experienced some form of anti-Career discrimination after the Second Rebellion. All of its members met each other at the same reintegration camp Toni and her surviving family were staying at.

The group consists of 15 members who compared to the Rebels, are outnumbered by 3 people. However, they still remember the basic Career training they were taught as children, which makes things even whenever they clash.

All the Cadet members have muscular, athletic builds to them due to being raised as potential Career tributes and/or loyalist child soldiers. The members are:

Antonia "Toni" Dominguez is the 19-year-old older sister of Rocky and the leader of the all-Career Cadets. She's a Latina from District 2 with long dark hair that's often in a bun, brown eyes, has an athletic build due to her time as a former Career Academy student and child soldier during the Second Rebellion, and is 5'9.

Mortar Egoyan is an 19-year-old young man from District 2 who's second-in-command of the Cadets who's of Armenian descent with short dark hair, olive skin, brown eyes, is intimidating despite his round glasses, and is 5'11.

Julius Martin is a 18-year-old guy from District 2 who works as a construction worker in Copper Rock. He's Black with dark hair in a military style buzz cut, brown eyes, has a scar on half of his neck, and is 5'9. He's mute due to miraculously surviving a bullet wound to the neck during the Second Rebellion during the assault on District 2 when he was a child soldier.

Honoria Garrison is a 17-year-old girl from District 2 who also works as part of a demolition crew. She's Caucasian with long brunette hair, brown eyes, and is 5'10.

Onyx Blumenthal is a 16-year-old boy from District 2 who recently decided to dropout of high school and work as a vending machine worker that refills the machines with drinks and snacks so he could make money so that his little sister, Uzi (10 years old and the only family member Onyx has left), could still go to school in the Career district area of Copper Rock. He's Caucasian with spiky dirty blonde hair, brown eyes, and is 5'8.

Primadonna Visconti, or just Donna, is a 16-year-old girl from District 1 who works as a part-time tile setter in the poorer parts of the Career neighborhood of the city while she attends school at South Copper Rock High. She's Caucasian with blonde hair in a ponytail, blue eyes, often wears dark sunglasses to look cool, and is 5'8.

Eloquence Stuart is a 18-year-old girl from District 1 who works part-time as a construction worker with her dad and younger brother while she goes to school at South Copper Rock High. She's Black with curly dark hair, brown eyes, and is rather short for an 18-year-old at 5'6.

Profit Winslow is a 17-year-old boy from District 1 whose family used to be rich. His family were one of the few lucky wealthy families in 1 who had secretly buried their wealth before the rebel army invaded District 1. Because of that, he and his family are a bit more well-off than most of his friends. He works as a candy store mascot, something he finds even more humiliating than a janitor. He's mixed race, half Black and half White with dark hair in a buzz cut, brown eyes, and is 5'8.

Stellar Hudson is a 17-year-old boy from District 1 who works 2 jobs as a carpenter and as a dancing street performer in an Outlier neighborhood as well as Uzi Blumenthal's guide to and from school most of the time. He's Caucasian with crew cut blonde hair, blue eyes, and is 5'9.

Adoration Lee is a 18-year-old girl from District 1 who works as a part-time roofer as she goes to school at South Copper Rock High. She's Asian with long dark hair in pigtails, brown eyes, and is 5'9. She lives with her mom and her 2 little siblings.

Pius Emeralton IV is the youngest and shortest member from District 1 at age 15. He lives with Stellar and he's Caucasian with short and greasy blonde hair, green eyes, and is 5'5. He goes to school at South Copper Rock High and also works as a part-time babysitter after.

Eeler O'Shaughnessy is an 18-year-old boy from District 14 (the former western part of District 4) who moved to Copper Rock with his girlfriend, now wife, Angel (18). He's Caucasian with curly red hair, brown eyes, slightly tan skin and is 5'10. His formerly loyalist parents and little sister are all back in District 14 trying to maintain the family's rafting business as he works as a plumber in Copper Rock after moving there.

Barracuda "Barra" Gonzalez is a 16-year-old from District 14 who works as a painter that paints recently constructed apartments and houses and who always helps elderly people from former Career districts avoid being targets of xenophobic gangs by volunteering to take their mail/packages to the post office or get their mail/packages from there for them. She's Latina with dark hair in a pixie hairstyle, brown eyes, a little bit of acne on her face, and is 5'7.

Moby Saint-Saens is a 17-year-old from District 14 who works as a glazier (someone who fits glass into windows and doors) and is a high school dropout because he needs money for the rent. He's Black with dark hair in a buzz cut, brown eyes, a scar over his right eye, doesn't have a left thumb, and is 5'7 (a fact that Coral likes to tease and joke about). He's technically an orphan since he does have two uncles still alive, but was forced to make the hard decision to report them after he found out that his uncles still believed in pro-Capitol propaganda. He now lives with Coral since they've been friends before the Second Rebellion.

Coral Newton is a 17-year-old girl from District 14 who works alongside Moby as a glazier and she's a high school dropout as she needs money from her job to pay the rent. She's Caucasian with tan skin, brunette hair, brown eyes, pores on her cheeks, and she's 5'10. She's also recognizable by the gray headband tied around her head.

The Rebels

The Rebels are an all-Outlier gang consisting of young people from Districts 3, 5, 6, 7, 8, 9, 10, 11, 12, and 13. They also allow people from District 4 since the people there, especially in the eastern half of the district, have historically been rebellious and anti-Capitol. Most members moved to Copper Rock for a better life. Some of them are even orphans who consider the gang their only family.

They have been one of many thorns in the side of the city's Career population for a year ever since Jenny moved to the city and formed the gang.

The Rebels are just one example of young Outliers forming xenophobic anti-Career gangs in recent years. In their minds, they're doing their patriotic duty to suppress any form of dissent and to make sure that the people from former Career districts will never even think of trying to install the Capitolites back to power.

The gang consists of 18 members who try to use their numbers and skills acquired before, during, and after the Second Rebellion to use against the Cadets. The members are:

Jenny "Maple" Mays is the 18-year-old best friend of Sasha and the leader of the all-Outlier Rebels. She also sees Sasha as a little sister where Jenny always wants to protect her. She's mixed race (half White and half Black) who's originally from District 7 with short and curly brown hair, brown eyes, an athletic build due to her time as a child soldier and from constant exercise, and is 5'10. She currently lives in a basement apartment and works as a janitor.

Nova "Hex" Ingram is an 18-year-old from District 13 who's the current girlfriend of Jenny. She's Caucasian with light brown hair, brown eyes, is 5'9, and is beautiful and alluring. Jenny and many of the Rebels gave her the gang nickname, Hex, because it's so easy for people to fall in love with her. She goes to school at South Copper Rock High.

She's a fanatical, zealous anti-Career extremist. In fact, she came to Copper Rock city with her mom and uncle in order to preach extremist anti-Career views to the Outlier population. She and her family are also proud supporters of the Panemian Nationalist Party (PNP for short), a party known for its anti-Career and anti-Capitolite policies.

Helen "Robin" McKee is an 18-year-old girl who's the second-in-command of The Rebels. She's Caucasian from District 10 with red hair in pigtails, blue eyes, has a strong build from years of hard work on the ranches of 10 before moving to Copper Rock, and is 5'9. She's also an orphan, having lost all her family to Peacekeepers during the Second Rebellion. She works as an assembly line worker at a factory making toy cars.

Charlie "Ash" Schmidt is a 17-year-old boy who's one of the around 800-900 of District 12 bombing survivors that were led away to safety by Gale Hawthorne. He was originally from the Seam and was an orphan before the Rebellion. After the Rebellion he moved to Copper Rock for a better life. He's Caucasian who's considered to be half- Seam and half-Merchant who has greasy dark hair, blue eyes, is considered skinny, but very fast, and is 5'8. He dropped out of school a long time ago. He's currently employed as a dishwasher for a restaurant. At night, the cooks at the restaurant train him to be a chef.

Mikey "Harvest" Anderson is an 18-year-old originally from District 11. He's Black with dark hair in a buzzcut, brown eyes, strong from years of working in the fields of 11, and is 5'10. He moved to Copper Rock with his ill mother for a better life. He works as an assembly line worker in a factory that makes fans.

Reuben and Donnie Pace, or Wiz and Fizz respectively, are 16-year-old identical twin brothers originally from District 3. Both are Caucasian with identical short and spiky blonde hair in a cropped hairstyle, brown eyes, freckles, are both skinny with a little bit of muscle, and both are 5'7. Wiz had also lost his part of his middle and index fingers on his left hand from the Rebellion. Wiz is the smart one while Fizz is the slightly dumb one who likes soda (hence the nickname Fizz). Both are orphans and are studying at an electrician trade school.

Uma "Sirene" Takahashi is a 16-year-old girl who's originally from District 4. She's Asian with short dark hair tied in a ponytail, brown eyes, tan skin, athletic build from years of swimming, and is 5'8. She was adopted by her 2 dads after the Second Rebellion along with her two older sisters who are 17 and 18 (Sirene and her older sisters aren't related before they were adopted just so you know). She goes to school at South Copper Rock High.

Monica "Zappette" Juarez is a 17-year-old girl who's originally from District 3. She's Afro-Latina with short, shoulder length curly dark hair, brown eyes, a lithe build, and is 5'7. She came to Copper Rock with her father and little sister, Clara (11), because her father accepted a job with better pay than his old job. She goes to school at South Copper Rock High.

Danny "Thermal" Jordan is a 18-year-old boy who's originally from District 5. He's Caucasian with brown hair that's in a military style crew cut, blue eyes, is slightly overweight, and is 5'11. He also wears an eyepatch over his left eye. Danny came to Copper Rock to reunite with and live with his old rebel child soldier buddy, Ryan, since Danny's an orphan who sees Ryan as a brother. He's a high school dropout and became a cobbler's apprentice alongside Ryan.

Ryan Hewitt is a 19-year-old guy who's originally from District 9. He's also one of the few members over 18 and one of the few members who doesn't want to change his first name to something else. He's Black with dark hair in a military style buzz cut, brown eyes, is thin with some muscle, and is 5'10. During the Second Rebellion 6 years ago, Ryan was a willing child soldier who eventually met and befriended Danny from 5 during the Siege of the Capitol. He now works as a cobbler's apprentice as he and Danny live in the same apartment. Like Danny, Ryan is also an orphan. He's one of the few Rebels members to graduate high school.

Elizabeth Davis, known by her nicknames "Beth" and "Chucky", is a 16-year-old girl who's originally from District 6. She's Caucasian with blonde hair in a ponytail, green eyes, and is the shortest member at 5'4. She came to Copper Rock with her parents and grandmother for a better life, since District 6 is still being rebuilt 6 years after the 2nd Rebellion. She goes to South Copper Rock High.

Lucas "Jersey" Yeung is a 16-year-old boy who's originally from District 8. He's Asian with dark, messy hair, brown eyes, a little bit of acne on his face, has some muscle to him as well as some scars due to being involved in fist fights for food during the Capitol's reign, and is 5'7. He does have a family, but his parents haven't been the greatest parents due to being addicted to drugs. After the Second Rebellion, his mom survived, who wanted to reconnect with her son while she's in rehab. Jersey didn't want to and ran away from the orphanage to Copper Rock where he aligned himself with the Rebels. He has long ago dropped out of school and occasionally deals drugs, specifically targeting young people from former Career districts.

Rosa Quincy is a 17-year-old girl originally from District 11. She's Black, with short, shoulder length, straight dark hair, brown eyes, slightly strong from years working in the fields of 11, and is 5'9. She came to Copper Rock with her little brother to live with her aunt and uncle after her parents were killed. She goes to school at South Copper Rock High.

Simon "Sharkos" Kowalski is an 18-year-old from District 4 who came to Copper Rock 4 years ago to reunite with his now 17-year-old younger brother and now 20-year-old cousin, family members he had thought had been murdered by pro-Capitol militias from the western part of District 4 during the Second Rebellion. He's Caucasian with long red hair tied to a ponytail, slightly tan skin, green eyes, and is 5'9. He also wears a green bandana around his head. He's one of the few Rebels members who've graduated high school and is an assembly line worker at a factory that makes radios.

Wilbur "Hatcher" Parker is a 17-year-old from District 7 who came to Copper Rock 2 years ago with several surviving older cousins to work hard as carpenters so that they can one day own their own construction business. He's Black with a small mustache that's beginning to grow underneath his nose, muscular from years of hard work as a carpenter and during his time working in the lumber yeards of 7, and is 5'9.

Tucker "Magmo" Gates is a 19-year-old from District 5 who decided to settle down in Copper Rock and join the gang after spending 3 years wandering from place to place as a drifter. He's Caucasian with messy brown hair, brown eyes, muscular from years of getting into fights and trouble, and is 5'11. Tucker isn't really xenophobic towards Careers and Capitolites, he's just an opportunistic criminal who's willing to exploit the Rebels' blind trust and respect for him to evade capture.

Frankie "Minnow" Cruz is a 15-year-old boy from District 4 who moved to Copper Rock city with his parents, older sister, and younger brother. He's Latino with dark hair made stylish with the help of some gel, brown eyes, some acne on his face, considered thin and non-threatening, and is 5'5. He's also the youngest and newest member of the Rebels gang. He wants to be a part of quote, "The cool Outlier kids defending Outlier freedom from Career savagery", much to his family's disappointment, as they don't want Frankie to get involved in xenophobic gangs. He worships all the members, especially Jenny and Tucker, and will obey every order to please them and be respected. He goes to South Copper Rock High.

The Adults in Their Lives

Mrs. Elektra Ioannidis is the 49-year-old history teacher at Copper Rock High both Sasha and Rocky have for their sophomore year. Despite her first name suggesting she's from 3 or 5, she's actually from the country of Franco-Germania. She immigrated to Panem due to the Franco-German government's current crackdown on ethnic Greek intellectuals like her. She's Caucasian with olive skin, brown hair, brown eyes, a skinny frame, wears red glasses, is 5'8, and is Greek. She's against the idea that Copper Rock High should kick out its Career students since it's one of the few schools where it has a mixed student population of Outliers and Careers. A bold and daring teacher, she tries to teach and promotes tolerance to her mix class of Outliers and Careers, much to many Outlier parents' as well as a few Outlier students disgust.

Sgt. Axel Norris is a 42-year-old Outlier cop originally from District 6 who patrols the neighborhoods of both the Rebels and the Cadets. He's Caucasian with blue eyes, dirty blonde hair, a muscular build, and is 6'2. He's neither sympathetic to the Outlier or Career citizens of the city, as he has always been out for himself (though whenever he catches the Rebels and Cadets having one of their usual fist fights, he always lets the Rebels go since he doesn't want the xenophobic Police Chief of Copper Rock City disciplining him for punishing both parties involved). There's a rumor amongst the Rebels and Cadets that Sgt. Norris used to be a morphine drug dealer back in 6, but was pardoned of all potential crimes due to Norris being one of many District 6 criminals to help arm the District 6 rebels during the Second Rebellion. He'll easily look the other way if he's bribed with money, so long as the criminal bribing him commits only a minor offense.

Officer Gavin Renault is a 28-year-old Outlier cop originally from District 8 and is Sgt. Norris' patrol partner. He's Black with a military style buzz cut, brown eyes, muscular build, and is 6'0. There's an insult amongst the meaner members of the Rebels and Cadets where they call Officer Renault a "kiss ass" for always following Sgt. Norris' lead. He always feels bad for both the members of the Rebels and the Cadets since he knows they're still just kids who've seen and/or did some terrible things during the Second Rebellion at young ages. He has become disillusioned with police life due to seeing the corruption within the Copper Rock City PD and for seeing the visible bias the cops have for the city's Career residents, but feels like he can't do anything since he has a wife with a baby on the way.

Berry and Rufina Kwon are a married couple in their late twenties who own a popular ice cream shop called The Cooler in the South Neighborhood of Copper Rock. It's popular to both teenage Outliers and Careers where they can secretly hang out with each other, eat ice cream, do karaoke, perform live music like jazz and rock, and the owners even let these teens do poetry and public speaking events on its stage. The Cooler is the ice cream shop Sasha works part-time at. Berry Kwon is an Outlier from District 11 who's Asian, has brown eyes, dark, spiky hair, usually wears a blue bandana around his forehead, has a skinny frame, and is 5'9. Rufina however, is a Career from District 2 who's also Asian, has brown eyes, long, dark hair in two buns, an athletic build, and is 5'11. Berry and Rufina met a year after the Second Rebellion due to both of them being invited to a party where there was marijuana involved. Needless to say, both of their families disapprove of their relationship, but both went and married each other despite being disowned by their families. Berry is described as being cool as a cucumber, humorous, and slightly eccentric. Rufina can be as chill and humorous as Berry, but due to her District 2 upbringing, she's a bit more by the book, strict, and is more focused on the actual business side of things while Berry handles the entertainment side of their business. They're the ones who hired Sasha despite the tense relationship they had with her when she was with the Rebels to give her a second chance. A fun little fact about them is that they occasionally do marijuana in their second floor home above their ice cream shop.

Officer Phyllis Rylance is a 26-year-old Outlier cop originally from District 9 and is Sasha's parole officer. She's Caucasian with red hair, brown eyes, a usually hardened expression, muscular build from police training, and is 5'10. She and her husband were just 2 non-combatant civilians during the Second Rebellion when muggers from her own district robbed them as well as killing her husband. 6 years later, she's now a cop who's tough on crime, but is fair to those who want a second chance, no matter if they're Outlier or Career. She helps guide Sasha towards a normal life away from xenophobic gang lifestyle she once had.

Cadmus Dominguez is the 41-year-old uncle of Toni and Rocky who works as a plasterer. He's Latino with dark hair, a beard, muscular build, and is 6'1. He often argues with Toni about what to do next. Cadmus wants to take Toni and Rocky with him to one of the Freeland settlements outside of Panem control in The Wilds to escape anti-Career discrimination Toni wants to stay in Panem despite the discrimination out of hope that things will change for the better, they just have to quote, "Wait out the storm." Cadmus just thinks she wants to stay in Panem out of stubbornness and pride.

Elias Sullivan is originally from District 11 and the 42-year-old current President of Panem and member of the PNP. He's Black with brown eyes, dark hair in a buzz cut, is 6'1, muscular build, and wears a prosthetic to replace his right arm he lost during the Second Rebellion. He's considered by many Outliers a war hero due to his courageous leadership during the Second Rebellion. He succeeded then President Paylor after she lost her bid for a second term to Sullivan during the presidential election. While not a character that will be seen often, his presence is felt as the rising discrimination against Capitolites and people from former Career, loyalist districts increases

The Settings, Events, Factions, and Words in my Post-Second Rebellion HG Fanfic Universe

The word, Outlier, is used to describe people from districts 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, and 13. Many people of Outlier descent are torn whether to keep the word or not. Some view the word as a term of pride while others view it as a slur when said in a negative way.

The word, Career, is used to describe people from the former Career districts of 1, 2, and 14. It used to be a word people of Career descent are proud of, but nowadays is seen as a very hurtful slur to many Careers. Though there are some Careers like Toni and the Cadets, who still use the word to describe themselves as a reminder of its old prideful meaning.

The word, Freak Show, is a slur used by Outliers to call people from the Capitol and former Career districts. Anti-Capitolite Outliers call Capitolites Freak Shows because of their unusual fashion sense and clothes they wore. While anti-Career Outliers call people from former Career districts Freak Shows because of how many of the people from those districts were training for the Hunger Games.

The word, Cappy or Cappies, is a slur used by many anti-Capitol Outliers and even anti-Capitol Careers to describe Capitolites.

The word, Apologist, is a slur used by xenophobic Outlier to describe Outliers who are against the xenophobia towards Careers and Capitolite as well as for the Outlier members of the Career and Capitolite Rights Movement.

The Great Floods were a series of floods around a century ago that have reshaped how our world looked before Panem became a nation. The Great Floods were the reason why Panem looks somewhat different then what the land used to be when it was once the United States.

The Great Betrayal is an event during the First Rebellion where the local governments of Districts 1, 2, and 4 allied with the Capitol during the stalemate at the Nut in District 2. It's important to note that only the western half of District 4 wanted to join forces with the Capitol as many Easterners have historically been rebellious.

The Great Betrayal, as well as the Career dominance during the Hunger Games, the historical loyalty that Districts 1, 2, and the western half of District 4 (now District 14) had, and the fact that many Peacekeepers under Capitolite control were from 1, 2, and the west of 4 contributed to anti-Career xenophobia after the Second Rebellion.

The Genocide of the People of District 12 is an event where it is considered one of the first and most vile acts committed by the Capitol regime during the Second Rebellion. To many who know Hunger Games canon, after the 75th Hunger Games came to a halt, President Snow ordered District 12 to be firebombed. A squad of Peacekeeper planes descended on the district, killing most of its over around 10,000 inhabitants. Only around 800 to 900 survivors were led out and escaped before the district could be bombed, especially by one Gale Hawthorne.

Today, many Outliers considered what happened to the people of District 12 to be a genocide, which a commemoration day was recognized by Paylor's government as one of her first acts as President. This event was one of the reasons why many Outliers view the Capitolites and people from Career districts as nothing "but a murderous people". Many surviving Twelves would always hold every Capitolite and Career responsible.

The Sacking of District 1, or simply known as The Sacking, was an event during the Second Rebellion in which a rebel army, with the help of District 1's few rebel groups, invaded District 1. Many of the Outlier rebels looted the district as they saw it as their well-deserved "reparations". Many of the District 1 rebels either tried to stop them or just watched in horror at what they've unleashed.

About 95% of District 1 owned businesses were looted and burned to the ground and around 150 store owners were killed when they tried to prevent the Outlier rebels from looting their stores. Hundreds more committed suicide, thinking they've lost everything and have nothing to live for now.

Before the invasion of District 1, the 5% of One families took precautions and buried whatever wealth they possibly and humanly can in random places in the nearby forests and mountains of One.

The Eastern Tsunami was what District 14 called the Second Rebellion event where an army of Eastern District 4 rebels as well as backup from various districts finally invaded and conquered the western half of 4. Almost every Westerner owned business in 4 was looted and burned to the ground as the Eastern rebels murdered thousands of Westerners in brutal retaliatory killings for their loyalist ties.

It's suspected that 5,000 Westerner civilians were killed during the Second Rebellion after the conquest of the Western half of Four. The main method of killing Westerner civilians by Eastern rebels was tying an anchor around their bodies and then throwing them overboard, making them drown to death. The new PNP government of President Sullivan always refused to open an investigation into this event.

The Griffin Mill Town Refugee Camp Incident was an event a year after the Second Rebellion in District 8 where Outlier refugees, rebel veterans, and some of the local D8 villagers of Griffin killed about 50 refugees from the Capitol as well as Districts 1, 2, and District 14, which was then Western District 4.

At the time, there were a lot of refugees all over the country who were homeless, even a year after the Second Rebellion, even as President Paylor tried to order construction teams to build and provide as much housing as possible. However, many Outlier-owned construction companies and Outlier workers wanted to prioritize providing housing to Outliers first. They didn't want to help people like the Capitolites and Careers who, just a year ago, were busy suppressing the Outliers.

As Paylor's government tried to negotiate with these construction companies and workers of Outlier origins, some Outlier refugees resented the fact that they're living alongside Capitolite and Career refugees. With passing each day, the tension became higher in many refugee camps until the metaphorical powder keg exploded in Griffin refugee camp in District 8.

What started as an argument for whether an Outlier refugee or a Career refugee got in the bread line first soon turned into chaos as the Outlier refugees, who outnumbered the Capitolite and Career refugees 5 to 1, started attacking every Cappie and Career refugee they encountered. It didn't help the Cappie and Career refugees that they were living in one of the most anti-Cappie and anti-Career districts in the form of District 8 as many rebel veterans and some Griffin villagers joined in on the attacks.

In the aftermath, a furious Paylor demoted and dishonorably discharged many of the refugee guards for failing to keep the peace as she started an investigation into the incident, which resulted in, so far, 30 people being convicted and jailed. She also decided to move the Capitolite and Career refugees to separate refugee camps from now on, fearing for their safety. These actions were one of the reasons Paylor became increasingly unpopular with the Outlier population.

Though what happened in Griffin Refugee Camp was one of many deadly incidents between Outlier refugees and refugees of Capitolite and Career origins. What happened in Griffin was also the deadliest refugee camp incident post-Second Rebellion.

The moment the PNP were elected, they pardoned all attackers and bystanders who were involved in the incident.

The Mining Barracks #34 Incident is an event 2 years after the Second Rebellion in District 12 where exactly 28 Career coal miners, mostly from District 2 (7 of those miners were from One), were murdered when a mob surrounded the miners' barracks where they lived and firebombed it with molotov cocktails.

Before the incident, many people from District 2 and 1 came to District 12 to fill in coal mining jobs, since District Two's industry besides Peacekeepers was stone masonry and mining during Capitolite rule and One's was gem mining.

However, many Outliers from 3 to 11 and 13 who've moved to District 12 as well as the surviving local Twelves who've survived the bombing of the District which killed thousands of Twelves during the Second Rebellion, viewed these miners from Two as unwelcomed savages and war criminals.

Not only was competition for jobs and the awful memories from the Hunger Games the reasons why many Outliers in 12 hated the miners from Two, but it was revealed in an anti-Career hacking incident that every single pilot involved in the bombing of Twelve were all Twos. The rage the Outliers felt towards these miners from Two only worsened when a local 13-year-old girl of Twelve descent was found raped and murdered. Naturally, a mob of Twelves and non-Twelve Outliers was formed and they surrounded and firebombed Mining Barracks #34, killing every Career miner in that building.

After the incident, every single person of Career descent fled District 12 for fear of more violence. The Paylor government launched a huge investigation, but many Outlier officials and citizens in 12 refused to cooperate. When the PNP government took control, the PNP stopped the investigation entirely, citing "a poor use of government funds".

The incident was one of several events that made many young Careers turn to violence to fight back against the discrimination they face everyday.

The Stansfield Massacre is an event 2 years before this fanfic story begins. It took place near the small town of Stansfield, District 9 where many cheap field laborers, all of them displaced peoples from 1 and 2 trying to make a living, went on strike. A few days after the strike began, the PNP won the presidential, parliamentary, and local elections.

The locals of Stansfield, viewing the victory of the PNP as a green light to get rid of the cheap Career laborers, fired into the crowd with their newly acquired guns. They continued firing into the fleeing Career laborers as local law enforcement watched and did nothing. In the end, 14 Career laborers were killed that night and many were injured. After the massacre, the locals claimed it was self-defense from a mob of angry Career laborers.

The massacre was one of the main reasons former President Paylor founded her coalition, for fear that there will be more anti-Career and anti-Capitolite violence. Paylor's government was conducting an official investigation into the event until the new PNP government took over and shut the investigation down. To this day, the PNP led government of President Sullivan still refuses to look into the case and see it as self-defense.

The massacre also made many refugees and cheap, non-union laborers from 1, 2, and 14 descent view the massacre as a message that they were not welcomed in District Nine. Stay in 9 or be slaughtered as they see it. All of them then fled District 9, vowing to never go back to that district. The massacre was one of several events that made many young Careers turn to violence to fight back against the discrimination they face everyday.

The Mt. Cortez "Riots" as it was officially called by the PNP-led government of Panem, was an event 5 years before the events of this fanfic story where massive protests turned into an uprising by Careers from District 2 near the Mt. Cortez region in District 2 was brutally crushed by the Panemian army and police force.

The protests began when local District Two Career villagers and small townspeople were protesting against the wage inequality between them and the newly arrived quarry and masonry workers from Outlier districts by the recently hired Outlier managers. A strike was declared until they got better wages as the local Two workers tried to form a union. However, the new Outlier quarry and masonry managers just hired more and more workers from Outlier districts to replace the striking local Career workers.

Feeling they're losing their traditional ways of life and sources of income, the local Twos began to gather and marched to many of the local quarries and stonemason businesses to try to disrupt them. Many of the Outlier managers had connections with the new PNP government, which they later used to their advantage by getting President Sullivan to send police and army reinforcements.

When the local Two protesters got too close to the barricade protecting one quarry, the police opened fire on the protesters. This caused the rest of the police and army to fire on every single Two protester they could see. This also incited the locals Twos into a desperate uprising against the discrimination against them.

Every single one of the around 10,000 Twos of the Mt. Cortez region from all walks of life. Men and women, children and elderly, Twos who believed in right-wing or left-wing politics, and even Twos who've fought for either the loyalists or rebels, all joined forces in a defiant last stand against anti-Two and Career discrimination in their own home district.

The local Twos were all armed with nothing but rocks, bricks, pickaxes, trash can lids turned into makeshift shields, protest signs sharpened into makeshift spears, melee weapons like swords, spears, axes, knives, bows and arrows, and other melee weapons they've hidden before the local Mt. Cortez Career Academy building shut down years prior, and what few guns the Two citizens were able to hide. Even the Twos hand-to-hand, martial arts training they remembered when they were Academy students were considered deadly weapons by many of the Panemian army and police officers.

For 5 straight days, the local Twos of the Mt. Cortez region tried to storm places of importance like local government buildings, armories, and the many quarries and stonemason businesses in the hopes of inciting other Twos to rise up and fight for their rights.

However, the Panemian police and army restricted all information coming from and to the region and imposed martial law. Anyone trying to enter or flee the region were shot. A handful of xenophobic Twos even murdered Outliers who were caught in the crossfire, something that the PNP government inevitably used to add to the propaganda against the local Twos. The local Twos put up an admirable fight, but the police and army were just better trained and equipped as they shot, bombed, and even gassed their way to victory.

In the aftermath, around 5,000 of the 10,000 local Twos in the Mt. Cortez region were killed. Hundreds more died of their injuries days later. Hundreds more were publicly executed for "treason" and "responsible for Outlier deaths in the region", including all of the protest organizers and rebel leaders. Most of the survivors were also interned back to the reintegration camps for their "loyalist, pro-Capitol treason". Only a few Twos from that uprising survived and escaped, where they joined underground resistance movements against the PNP government.

Today, all the residents of the Mt. Cortez region in District 2 are made up of Outliers who've moved to the region for better work. Not a single Two lived in the region, no more. Many Careers, Capitolites, and sympathetic Outliers not believing in the PNP's version of what happened. With some even labeling what happened at Mt. Cortez as an intentional genocide of the Twos in that region.

To this day, the PNP government still refuses to recognize what happened as an uprising. Instead, they called what happened as a "mere riot".

The East-West Split of District 4 is an event right after the Second Rebellion where District 4 citizens voted on whether the western half shouldn't be a part of District 4 anymore. There has always been historical animosity between the western half, who have historically been loyalist and pro-Capitol, and the rebellious, anti-Capitol eastern half of 4. 55% were easterners while 45% were loyalists.

Many Easterners voted yes, not seeing the Westerners as fellow 4's anymore while many Westerners voted yes out of hope that there won't be retaliatory violence against them anymore once they separate from the east.

After the overwhelming vote, the east kept the name District 4 while west became another fishing district called District 14.

Red November was a series of anti-Career and anti-Capitolite riots across Panem in November that took place 3 years before the events of this fanfic story.

It started when 2 drunk men, one from District 10 and the other from District 2, got into a brawl, which led to the death of the District 10 man. The PNP falsified some parts of the event and blew the event out of proportion, saying that the D2 man wasn't drunk and knew what he was doing when he killed a "harmless" drunken D10 man.

It angered many Outliers as many of them took to the streets and took part in looting Career and Capitolite owned stores, beating Careers, Capitolites, and Outliers trying to protect them, as well as sometimes murdering them.

In all, around 3,000 people were killed across the country during the riots, mainly Careers, Capitolites, and Outliers trying to protect them.

The riots happened during President Paylor's third year in office and it saw her popularity decline, particularly with the anti-Career, anti-Capitolite Outliers. Not because she let the riots happen like most Outlier politicians, but because she sent the National Guard to try to stop the riots, killing some xenophobic Outliers in the process. Because she sent the National Guard to stop the riots when so many Outlier politicians did nothing, her popularity with the Careers, Capitolites, and non-xenophobic Outliers increased.

The riots also catapulted the PNP's popularity.

The Disarmament Campaign is one of Paylor's last acts as President of Panem before her election loss to PNP presidential candidate Elias Sullivan of District 11. Fearing and predicting more anti-Career and anti-Capitolite violence, Paylor signed into law a disarmament campaign that says that all non-police and non-soldier citizens of Panem must hand over their firearms to the new democratic government.

From there, Paylor's government will do a background check on each citizen to see if they have any anti-Career and anti-Capitolite extremist ties or loyalist ties.

When the PNP came to power, they totally changed the disarmament act by saying that all Outliers can keep their firearms while all Career citizens with any guns must hand over their firearms instead.

The PNP government said that the Career citizens will be given back their guns eventually, but not a single Career citizen received their guns back. In fact, the PNP secretly hopes to disarm all Careers who might have any guns, seeing them as a "security risk".

The Identification Reform Act of 79 ADD is one of President Sullivan's first acts as president upon taking office.

The law orders citizens who are Captiolites or Careers from former loyalist districts to have special ID's so law enforcement can distinguish whether they're fellow Outliers or not. This law was passed due to increasing suspicions that Capitolites and Careers are plotting to have Panem return to Capitolite rule.

These "special" IDs for Capitolites and Careers are usually red while Outlier IDs are green.

Copper Rock City is located on the border between Districts 2 and 5. The area surrounding the city is described as a semi-desert and the temperatures are usually hot in the city all day long. It's also one of the most diverse cities in the nation of Panem as many Outliers and Careers move to the small, but rapidly growing city for better jobs and an opportunity to rebuild people's lives after the Second Rebellion.

There has always been anti-Career sentiment amongst the Outlier residents as they compete with them for jobs. Anti-Career sentiment is growing within the city due to PNP wins in the presidential, national parliamentary, and local elections of Panem.

South Copper Rock High is a high school in the southern district of the city that Sasha, Rocky, and some members of both the Rebels and Cadets go to. It's a mixed school of Outliers and Careers. However, the many PNP supporting anti-Career families who moved to the southern district also want the high school to stop allowing Career students.

The Southwest Neighborhood has traditionally been a more Career majority district within Copper Rock City. It's also the home of the Cadets.

The South Neighborhood is a district where it's more mixed as many Outliers and Careers live there. However, more and more anti-Career Outliers who are PNP supporters are moving into the district. It's the home of Jenny's Rebels gang.

Reintegration Camps are camps mostly in Districts 1, 2, and 14 that house many Careers and Capitolites that are still brainwashed and believe in pro-Capitol propaganda. They were immediately set-up to counter the fear that there are still many loyalists within the Capitol and the former Career Districts.

People assigned to stay in these camps also learn and practice valuable skills from Outlier teachers such as carpentry, welding, construction work, etc.

To this day 6 years after the Second Rebellion succeeded, there are still some people of Career and Capitolite descent who have pro-Capitol beliefs.

The reintegration camp all the Cadet members once stayed at for a couple years was the Fort Ross Reintegration Camp near the small town of Fort Ross, District 2. Toni as well as her family was the last Cadet member to be released

Unfortunately sometimes, even when Careers and Capitolites have fully gotten rid of their brainwashed state, the authorities and guards would cruelly force them to stay due to "seeing some signs of pro-Capitol beliefs in them".

The reintegration camps also have a bad reputation amongst the Career and Capitolite populations where a handful of sadistic Outlier camp authorities and guards would take the opportunity to beat up, torture, and/or sexually assault Career and Capitolite men, women, and children in secret and threaten those victims into silence by threatening their chances of being released.

The Parliament of Panem is the legislative branch of the democratic Panemian government responsible for creating laws. Representatives from the Capitol and the 14 Districts sent 5 delegates to it, which means the Parliament usually has 75 members. The PNP is the majority of 51 seats as they began trying to pass as much of their agenda as possible.

The Panemian Nationalist Party, or PNP for short, is a right-wing to far-right, anti-Career, pro-Outlier party in Panem that had won the presidential, national parliamentary, and local elections in Panem 2 years ago. The party promises fast economic growth (growth that was rather slow during Paylor's time as President, which was one of the reasons why she lost the presidential election), but also severe restrictions on the rights of Capitolite and people from former Career and loyalist districts. The current President is one of its members, Elias Sullivan of District 11.

The Career Tribute Memorials Debate is an ongoing issue in Panem where people of Career descent want to create memorials that remember the Career tributes who have died during when the Hunger Games was still a thing.

However, many Outliers balk at the idea of creating memorials that honor Career tributes. Even the Outliers who are members of the Career and Capitolite Rights Movement find the idea to be controversial.

To many Outliers, the Career tributes volunteered of their own free will and knew that participating in the Hunger Games meant killing innocent kids. Some Outliers even shudder in horror at remembering that some Career tributes even enjoyed killing. Therefore Careers tributes shouldn't be honored or remembered in any way.

However, on the Career side of the debate. Many Careers called out the Outliers for their hypocrisy because the Outliers have also made memorials to the few evil Outlier tributes throughout the Hunger Games duration. The Outlier defense is that quote, "Well, those "evil" Outlier tributes wouldn't be evil if the Capitol gave the Districts proper mental health services."

The Anti-Vanity Decrees are a series of laws that bans and outlaws makeup from the country of Panem. Many extremist Outliers applaud the long-awaited laws to take into effect, as they see makeup as nothing more than useless objects. There were even makeup burnings when the laws were passed.

However, many Capitolites and people of District 1 descent see these laws as an attempt to take away their personal freedoms as makeup has always been a part of Capitol and District 1 culture. In fact, some Capitolite and District 1 owned cosmetics businesses and companies closed down due to the laws. Even some of the anti-Career Outliers see these laws as a bit too extreme (which is saying something considering these same people support segregation).

Because of the laws, the criminal underworld of Panem also capitalize on this by selling makeup illegally to Capitolites and District 1 folk.

The Name Emancipation Movement is a social movement encouraged by the PNP that encourages the people of Panem to change their names to something "normal" and pre-Panem.

For example, let's say that there's a man named Barley from District 9. That man has the option to legally change his name to something normal like John. If that guy is named Ryan, then he can keep the name because it's a proven fact that that name is a normal, pre-Panem name. They also encourage people from District 2 and the Capitol to change their traditionally Latin names for something normal.

The reason why the PNP encouraged people to change their names to names that are before Panem is because they see names that are based on the district's industry or if it's Latin like Fabulous, Marcus, Technie, etc. as a sort of social barrier to progress and moving forward.

It's the reason why many Rebels gang members have normal sounding names instead of the usual industry based names they once had. The industry base names the Rebels gang once had are now their gang nicknames.

Many Outliers happily changed their first names, viewing this movement as a sort of further social emancipation from the Capitol role.

However, only a few people from the Capitol and Districts 1, 2, and 14 changed their names as many simply refused, saying that their names are a part of their distinct identity. This has further alienated the Capitolites and Career people from the Outliers as there has been a recent increase in Capitolite and Career children being targets of bullying because of their names.

The TV show, Monsieur Cadenza, is a wildly popular show watched all around the nation of Panem, especially to Outlier audiences. The show is basically a comedy about a District One man named Monsieur Cadenza who lost all his wealth during the Second Rebellion and must now adapt and work for a now wealthy District 6 family as a butler.

To many Careers and Capitolites however, the show only spreads and reinforces harmful stereotypes about people from District 1, saying that all Ones are nothing but a bunch of lazy, idle, silly, easily angered and jealous, ignorant, arrogant, selfish, greedy, and sexualized blue-eyed blondes who care only for money, sex, and social standing.

The Movement to Settle The Wilds is an organization founded by 50-year-old M. J. Varadkar, who lost his wife and children and whose business was looted and burned to the ground during The Eastern Tsunami.

Its goal is to create settlements within the uninhabited land and islands unclaimed by Panem where Capitolites, Ones, Twos, and Fourteeners can escape the ever increasing anti-Career and anti-Capitolite discrimination.

However, there's a huge complication with Varadkar's plan as these "uninhabited" lands and islands were actually inhabited by small, isolated Native American tribes, people who bitterly remember the injustices that happened to them centuries before Panem was even a country. Because of those painful memories, they don't want non-Natives to settle on their land.

Today, there's a tense standoff in The Wilds between Career and Capitolite settlers escaping discrimination in Panem and Native Americans wanting to prevent the discrimination and injustice that happened to them centuries ago.

Nuevo Colombia is a country south of Panem where it comprises most of present-day Colombia, Venezuela, as well as parts of Brazil, Ecuador, Peru, and Guyana.

Just like how only Capitolite officials didn't know that District 13 still existed as a secret independent nation before the Second Rebellion, many in Panem didn't know that there were other countries in the world. Turns out that the Capitolite government pursued an isolationist policy of not having contact with any of these countries for fear that they would help the rebels. Nuevo Colombia is one of those countries.

The country is a democratic nation, one that's struggling with poverty and corruption as the government battles a far-left rebellion in the southwest regions.

The nation only allows a quota of 10,000 immigrants from Panem. In the Nuevo Colombian government's eyes, it's not too much to incite anti-immigrant sentiment within the poverty-stricken nation, but enough to hopefully help grow the Nuevo Colombian economy. Many Panemian immigrants to Nuevo Colombia are Capitolites and Careers escaping increasing discrimination and violence against them.

As of right now, the immigration quota to Nuevo Colombia has been filled and the nation will no longer accept more Panemians into the country.

Franco-Germania is a country across the Atlantic Ocean where it comprises most of present-day France, Germany, Switzerland, Austria, Luxembourg, Czech Republic as well as parts of Belgium, The Netherlands, Italy, Poland, Slovakia, and Hungary. Its surrounding islands used to be countries that don't make up the mainland like The UK, The Scandinavian nations, Belarus, Ukraine, The Balkan countries, Greece, Turkey, Spain, and Portugal.

It is a wealthy and powerful nation currently ruled by the benevolent, but iron-fisted Emperor Alain the 1st of the House of Beauchamp-Schneider in an absolute monarchy style of government. The Franco-German emperor or empress makes all of the decisions with the help of a royal court of upper-class families. The country is majority Franco-German, a people who are descendents of ethnic French and Germans who've intermarried and combined their language and culture.

Despite its prosperity, the nation does have a problem with its other ethnic European minorities like the Polish, Italian, Spanish, British, Irish, Greek, Turkish, and other historically defiant ethnic groups who want either more autonomy or independence. The emperor also has to deal with revolutionaries plotting to replace his rule with a democracy. There's even a few upper-class families within the royal court who Emperor Alain I is keeping a close eye on, as he fears they might be plotting to overthrow him.

The nation allows a quota of 50,000 immigrants from Panem, making it the nation who'll accept the most Panemian immigrants in the Hunger Games world in my headcanon. Because of the nation being ruled by an absolute monarch, many Outlier Panemians refuse to immigrate until Franco-Germania becomes a democracy. However, many Careers and some opportunistic Outlier farmers, fishers, and ranchers from Districts 4, 9, 10, and 11 do immigrate to the country either because to escape discrimination or because of the very fertile farmland and grazing grounds.

The only reason why not many Capitolites immigrated to this rich nation, just like in the case of other countries, is because the PNP-led government and the Panemian army is slowly going through every Capitolite citizen's records to see if they had anything to do with the old tyrannical regime and just in case a few are war criminals trying to flee. Something that's time-consuming as more and more tickets are being sold to Franco-Germania. Only around 2,500 Capitolites made it to Franco-Germania.

It's important to note that although many Outlier immigrants to Franco-Germania don't like the Career and Capitolite Panemian immigrants going with them. All three different Panemian immigrant groups, both Outlier, Career, and Capitolite, are all very wary and distrustful of the absolutist regime in the country despite the financial benefits. Because of this, the three different groups have no choice but to try to put aside their differences for now and rely on each other for familiar support.

An example of this is how many Panemian Outliers rely on Careers from District One and Capitolites to translate what many Franco-German merchants are saying, since learning French Latin is considered a pastime in District One and Capitolite society. And since French and Latin are a part of the Franco-German language, it's somewhat easy for Ones and Capitolites to understand.

Only a few hundred spots until the quota is fulfilled to Franco-Germania are left as many Careers, opportunistic Outliers, and Capitolites who're done being investigated are bidding on the remaining tickets.

The Sahelian Republic is a nation south of Franco-Germanina that comprises of most of the African countries of The Gambia, Senegal, Mauritania, Mali, southern Algeria, Burkina Faso, Niger, northern Nigeria, Chad, Sudan, and Eritrea and parts of Guinea-Bissau, Guinea, Liberia, Sierra Leone, The Ivory Coast, Ghana, Togo, Benin, Cameroon, The Central African Republic, South Sudan, Ethiopia, Somalia, Egypt, and Libya.

It is a wealthy and democratic nation that became wealthy due to its oil and mining industries, primarily trading with the Franco-German nation. Though the Sahelian government and its people have always been somewhat wary, distrustful, and afraid of its northern neighbor due to it being more militarily advanced and because its people still remember the scars of colonialism and foreign interference in the nation. It has a large agriculture industry thanks to the nation's irrigation projects in the southern regions. It also has a large fishing industry all across the coastal parts of the nation.

Although many of its people are middle-class, there are still some people who have fallen through the cracks into poverty. There have also been ethnic divisions even before the Sahelian Republic's founding between its diverse group of peoples like the Hausa, Fulani, Arab, Berber, Songhai, Wolof, Oromo, Amhara, Somali, Tigrayan, The Mande peoples like the Mandinka, descendents of Turkish, Kurdish, and Persian refugees, immigrants from other countries, and so on. There's even still religious tensions between Sunni Muslims, Shia Muslims, Catholics, and many branches of Orthodox Christianity.

The nation only allows a quota of 5,000 immigrants from Panem. The main reason for that number being so low is because the Sahelian government feared that any more Panemians could further add fuel to the tensions between the many peoples of the republic. Even the number of immigrants from Franco-Germania is low at 7,500. Regardless, the Panemians who immigrate there are around 50% Career, 47% Outlier, and 3% Capitolite hoping to make it rich in the oil and mining industries.

Like in Franco-Germania, despite the three groups of Panemians not getting along, they put aside their differences and rely on each other since Panemians are only a handful of people in a huge and diverse country. As of right now, all the quotas are filled meaning the Republic can no longer accept more immigrants from Panem.

Australia is an island nation located south of the Pacific Ocean. The island has somewhat grown smaller because of the Great Floods that happened around a century ago.

It is a nation known around the world as the hellhole of the world because there are 5 different authoritarian governments fighting each other for control of the island nation. These 5 nations are the New Perth government located in the west, the Northern Territories government to the north, the Queensland government to the northeast, the southern Eyre government (named after Lake Eyre it controls), and the New South Wales government to the southeast.

Each of these nations are known for their draconian laws and strict curfews. There's no freedom of speech, press, or expression as each of these 5 authoritarian nations leaders want absolute control, both within their nation and outside of their nation as well. The armies of these 5 authoritarian governments are also known for being brutal and violent to their own respective citizens.

These armies are especially brutal and violent towards the local farmers, ranchers, and Australia's Aboriginal population of central Australia, where most of the fighting takes place and where all three groups are often caught in the crossfire. The 5 different Australian armies also always loot and pillage from the central Australians as part of their war effort.

In each of these 5 rival nations, there are no strict immigration quotas, as the 5 rival governments want as many people to help repopulate their lands. However, everyone in the world wouldn't want to immigrate to Australia because of the mandatory conscription the moment immigrants set foot on either of the 5 different Australian nations.

Around 8,000 Career Panemians decided to risk their lives to immigrate to Australia, all of whom are men and women from District 2 who are either loyalist or rebel veterans. All of these loyalist and rebel Career veterans decided to immigrate to Australia because every one of them had lost every single one of their family, friends, and ways of life during the Second Rebellion. So, all of them decided that they have nothing to lose when risking immigrating to Australia in order to escape anti-Career discrimination back in Panem.

All these Career veterans immigrated to the Queensland region, since they had heard news that the Queensland government desperately needed more soldiers in its war against its other 4 rival governments. So, all of the Career immigrants decided to take a gamble and settle in a nation that's losing badly in the hopes that once these Career veteran immigrants help Queensland survive and conquer its neighbors, they would be greatly rewarded. Plus, all of these Career veterans all decided on Queensland since they don't want to fight other fellow Careers.

To say that these 8,000 Career veteran immigrants, who are at this point widely seen as mercenaries, helped Queensland is an understatement. Due to these Career veteran immigrants previous training and fighting experience, especially the immigrants from District 2, they've literally saved Queensland from certain collapse and have single handedly turned the conflict slightly in Queensland's favor. Due to these Career soldiers' ferocity and fearlessness in battle, many of their Queenslander comrades and non-Queenslander foes nickname these Careers soldiers, "The Panemian Hellspawns".

These Career soldiers fighting under the Queensland flag are also given the nickname, "The Honor Bounded Ones" by many of the POWs captured by the Queensland army as well as the local farmers, ranchers, and Aboriginals of central Australia. The nickname is due to these Career soldiers, owing to their honorable nature, treating many POWs and central Australian farmers, ranchers, and Aboriginals with kindness, respect, and defending them whenever they need to. Something that many POWs captured by Queensland and central Australians are not used to due to many decades of Australian soldiers from the 5 armies always treating them with contempt and disrespect.

Many Career immigrants serving in the Queenslander army are secretly worried that once the Queensland government took control of the entire island, the government would betray them by not honoring their promises of rewarding them and treating them with respect and tolerance.

The Asian Confederation is a large nation across the Pacific Ocean that makes up most of East and Southeast Asia. It is basically an alliance of several different independent Asian nations where the Confederation's main functions are to try to promote stronger diplomatic ties between the various nations, to seek diplomatic solutions for things like border disputes, and to prevent another Great Asian War like the one around 40 years ago.

Each independent nation has its own unique people group, culture, language, and different set of political beliefs. For example, Japan is a loose collection of islands (Japan in my headcanon has transformed from 4 main islands to just several smaller islands due to the nation changing due to the Great Floods) united under a single democratic government and a shared Japanese culture and language. The Eastern Chinese State is a large nation that has most of the East Asian coast. It is mostly ethnic Han Chinese where the nation is under a right-wing military dictatorship.

The immigration quotas for Panemians vary from each nation. Japan has a quota of 1,000 due to the island nation not exactly having much space as it once had. The Eastern Chinese State meanwhile, allows a quota of 25,000. Most of these various immigration quotas in most of the different Asian nations have already quickly been filled up. Many Panemian immigrants are mainly a mix of Outliers of Four origins, Careers of Fourteener origins, and Capitolite merchants where they came to these various Asian nations for a fresh start and to set up coastal fishing and trading businesses.

The Career and Capitolite Rights Movement is an organization that works to promote equal rights and opportunity for people from Districts 1, 2, and 14 as well as for Panem's Capitolite citizens. Its members are a diverse group of Careers, Outliers, and Capitolites of varying political beliefs trying to make sure that Panem won't become an authoritarian government hellbent on making the lives of Capitolites and Careers miserable under the new PNP government. The movement wants to only use non-violent means to achieve change like strikes, protests, etc.

Paylor's Coalition is an alliance of 3 different political parties within Panem to counter the rise of the new PNP government of Panem. It consists of the left-wing Socialist Party of Panem (SPP), the right-wing Democratic Nation Party (DNP), and the centrist Civil Action Party (CAP for short as well as former President Paylor's party). The coalition is also an ally of the Career and Capitolite Rights Movement.

The Shadow Runners are an organization made up of rebel veterans from former Career Districts of 1, 2, and 14 from the Second Rebellion. They are a pro-Career rights and pro-democracy group that specifically targets and kills members of the PNP or any other extremist xenophobic anti-Career individuals they view as a threat.

They formed in response to what they see as the ever increasing threat of Career discrimination and disenfranchisement of the entire Career population in Panem and feel that the only way to ensure that democracy continues and Career rights is through assassinating any who oppose democracy and extremist anti-Career sentiment and armed struggle.

The Obsidian league is a secret society made up of loyalist citizens from Districts 1, 2, and 14. They're a pro-Capitol, pro-Career, and anti-democracy organization hellbent on returning the Capitol to power by any means, including violence and terrorism.

The Runners and The League are not only fighting the new PNP government, but also each other due to the Runners being pro-democracy and the League being anti-democracy. Both of these organizations have recently been classified as terrorist organizations by the PNP led government.

The All Peoples' Club is, despite its name, an all-Outlier anti-Career, anti-Capitolite extremists that heavily supports the PNP and who often like to cause trouble for the Capitolite and Career populations. Their activities range from simple fundraisers for the PNP to night time murders and lynchings of unsuspecting Careers, Capitolites, and fiercely non-xephobic Outliers.
