Hello fanfiction.net! You have probably noticed that many years have gone by since i have past updated, let alone posted any new chapters or stories. Despite this setback, I want to try and begin again. Unfortunately, I have no plans to continue "Triple Decked ToD", "Chosen", or "Our Akatsuki Chronicles".

I AM however rebooting "A Spark of Hope" (looking back at it, I just facepalmed at how I wrote everything), and this time I want to try and get it to the end!

TO THOSE WHO'VE FOUND ME THROUGH MY HUNGER GAMES SYOT CHARACTERS, HELLO!!

2 days after the 300th anniversary of freedom, News that Panem’s whole President’s cabinet has been found dead circles Panem’s cities, but even in their panic, its Districts are lax in their peace filled days. Starting upon the winter’s moon however, a new President emerges as President Nilo Hawke takes Panem by storm…. only to become an omen of ruin for Panem itself.

With Peacekeepers storming all the districts, and even in the Capitol itself, Hawke decreed that the return of the Hunger Games shall be punishment for betraying the spirit of Panem, and that for further taking part, both the Capitol and District 13 will be forced to take part in these Games.

Many years have passed since Hawke’s ominous decree and assassination, and many Presidents of equally threatening power came and went, each filled with attempted and quelled rebellions, deaths, and all powerful and equally nefarious actions to keep the Districts in line…according to History.

So many deaths, so many sacrifices, the tradition of the Games shall not be quelled. Even from its restart, Panem’s new motto still resides in the hearts of all:

“Panem, Eternal.” Eternal Blood.

Will you survive?

Welcome to what I like to call Eternal Blood, a Hunger Games AU where the Games return and are run 300 years after the events of Mockingjay :D

NOTES FOR ETERNAL BLOOD:

*The Capitol and the Districts:

The Capitol and District 13 now participate in the Games and have been participating since the 76th Games; no canon characters from the books are present as the AU starts taking place 300 years after Mockingjay’s story ends.

The Capitol and Districts 1, 2, and 4 are noted to be Career Districts, and by law are the only ones to have training academies reopened/newly built after the Games returned.

Districts 14 and 15 have been built to help keep Panem running, its tributes beginning to be sent to the Hunger Games in the 100th Hunger Games as that year's Quarter Quell Twist.

The Capitol's and the District's Industries/Geographical Locations:

The Capitol, once they have started sending in 2 of their own tributes into the games, focuses their 'industry' on Government and Media.

It's borders compared to the District's have been relatively unchanged since The Hunger Games Trilogy, nonetheless isolated from the rest of Panem. On the current map of Panem, they can mainly be found in the border in between the previously known lands Colorado and Utah; the District's they share borders with are District 7 to its north and northeast, District 3 to its northwest, District 1 to its west and southwest, District 2 to its south and southeast, and District 5 to its east.

The Capitol's infrastructure has gotten bigger, grander, becoming more of a natural metropolis than its Hunger Games Trilogy predecessor (think Tokyo) and is ranked as the richest 'sector'/district to be participating in the Games since their return. The Citizens of the Capitol bask in the luxuries that most Districts could only dream of affording, distracted by the latest fashion trends, technology, parties and what for. Under the reign of the President of Panem, their reign is ever relaxing albeit at the expense of two of their own trained tributes going into the Games to compete for glory of the Capitol...right?

The Capitol is considered a Career District, with tributes often trained in weaponry and social skills, similar to District 1. Capitol tributes also have the advantage of being better fed than their competitors, though this could be a boon or bane depending on the arena.

District 1's industry, like in the books, focuses on not just a variety of Luxury Goods and Services, but also specifically focuses on Gem Mining.

Since the books, District 1's borders have moved slightly, enveloping what used to be the Northern Capitol but is otherwise unchanged. On the Current Map of Panem, it can mainly be found in the formerly known Wyoming, central and southern Idaho, and the eastern part of Nevada; The 'sectors' they share borders with are The Capitol to its south, District 9 to its east, District 7 to its north, District 4 to its West, and District 5 to the south/southwest.

Like the Capitol, District 1 is known for its beauty and its infrastructure is no exception; its architecture is mostly made of marble and influenced by Ancient Greece (despite District 1 not knowing what Greece is, of course). The majority of the upper and middle class, while not as rich as the Capitol, are able to enjoy some luxuries and freedoms as Capitolites do due to their loyalty. The lower class of the District, however are often looked down upon due to their lack of wealth, nonetheless of their ragged looks from working in the gem mines instead of other potential careers. They often dream of these riches that they lack, but surely they work their due to simply being unlucky...right?

District 1 is considered to be a Career District, with tributes often trained in social skills, theatrics, and weapons, similar to the Capitol. While not as well fed as their Capitol competitors, it is noted that District 1 has brought more victors home than the Capitol, only being beaten by its rival, District 2 in number.

*NEW: District 2's industry, like in the books, focuses on Masonry, but has also taken the mantle for Classic Weapon Smithing and Weapon Manufacturing.

On the current Map of Panem, they can be found in the lands formerly known as New Mexico, stretching eastward until it reaches the eastern border of Oklahoma, then stretching upwards and overtaking Kansas. It shares its borders with District 5 to its west, The Capitol to its northwest, District 9 to its North, District 3 to its east, a small part of District 11 to its southeast, and District 10 to its south.

*NEW: District 3's industry, like in the books, focuses on Technology.

*NEW: District 4's industry, like in the books, focuses on Fishing.

*NEW: District 5's industry, like in the books, focuses on Power, but has also taken the mantle to focus on Mail Delivery due to the District's neutrality.

*NEW: District 6's industry, like in the books, focuses on Transportation.

*NEW: District 7's industry, like in the books, focuses on Lumber.

*NEW: District 8's industry, like in the books, focuses on Textiles.

*NEW: District 9's industry, like in the books, focuses on Grain.

*NEW: District 10's industry, like in the books, focuses on Livestock.

On the map of Panem, they can be found in the lands formerly known as Texas, covering the majority of the state except for its northern part while the southern part of the district overtakes the majority of what was known as the northern part of Mexico. It shares its borders with District 5 to its northwest, District 2 to its north, and District 11 to its east.

*NEW: District 11's industry, like in the books, focuses on Agriculture.

On the map of Panem, they can be found in the lands formerly known as Louisiana, stretching eastward until it reaches the eastern border of Alabama, and stretches upwards until it covers the southern part of Arkansas. It shares its borders with District 8 to its east, District 15 to its southeast, District 3 to its north, District 2 to its northwest, and District 10 to its west.

District 12's industry still focuses on Coal Mining like the books, but due to its expanded borders, it has expanded into general Mining Practices and not just coal.

District 13's industry still focuses on Nuclear Power as it did in the books, but it also has taken the mantle to focus on Military Training.

It's District borders have grown since the end of Mockingjay and the 300 years onward, but has not grown any larger since the event known as Panem's Coup or the 76th Hunger Games. On the current Map of Panem, they can mainly be found in the lands previously known as Quebec and New Brunswick as well as the resurfaced lands of the North Eastern United States, starting from the former borders of New York and going upward until reaching the former borders of Maine; The Districts they share borders with are District 12 to its south, a tiny part of District 3 to the southwest, and District 6 to its west.

District 13's infrastructure is a combination of near-infertile soil and mountainous terrain on its surface, where the majority of the Citizens of 13 and their nuclear bomb proof homes can be found, while hosting hundreds of underground buildings under the District soil, home of Panem's finest Post Coup Military Academies as well as a variety of shops and upper class citizens housing. Many of the citizens that call 13 home have come from Various districts, most notably citizens of 2 that are out of reaping age training to become Panem's Peacekeepers. District 13 also has the second highest rate of Peacekeeper presence in Panem, only being beaten out by District 2.

Due to District 13 leading the failed rebellion to prevent the Coup, President Hawke decreed that 13 would be a Non-Career District, not allowing any citizens to train in military affairs until they were 19. Despite this rule in place, the tributes of 13 have at least basic skills in strategy, handling or making toxic materials, and military history.

District 14’s industry focuses on Medicine.

On the current map of Panem, they can be found in the resurfaced lands formerly known as Alaska, and some parts of what used to be known as Yukon and British Columbia; The only District they share borders with is District 7, which is to its east.

Due to its colder weather, the majority of District 14’s medicine can be found in temperature controlled Capitol-run greenhouses, guarded by Peacekeepers so as to keep thieves or trespassers from entering and taking the medicinal plants, herbs, etc. The citizens from District 14 are fairly middle-low class and often have extensive knowledge on anatomy and medicine, with hospitals, clinics, and apothecaries (legal or illegal) at almost every block of the district. Unfortunately, while the richer citizens and Capitolites are able to get treatment in the blink of an eye, the poorer citizens of the District are often left without much in the way of payment, left out in the cold to die from a variety of things before they are able to be treated.

District 14 is a Non-Career district, with tributes often being knowledgeable in medicines and human anatomy as well as basic knowledge on non-medicinal plants.

NOTE: The District's medicinal knowledge mainly focuses on human anatomy and medicinal practices; any animal related medicinal practices are strictly not in District 14 but rather The Capitol, District 4 (focusing on marine life) and District 10 (gotta keep livestock healthy before the slaughter, no?)

District 15’s industry focuses on Entertainment.

On the Map of Panem, they can be found in the resurfaced remains of a land formerly known as Florida; it shares borders with District 11 to its northwest, and District 8 to its north.

Despite its humid weather, District 15’s citizens do their best to practice in their talent of choice, whether it is singing, dancing, theater, acrobatics, or a variety of talent to please both their peers and audiences everywhere in Panem. You can find some of 15’s citizens staying in collective tents or carriages that move from area to area in the span of the entire district, but most stay near the City Square to share their craft (or other, more clandestine talents) to their peers. Despite it not being a Career District, District 15 is fairly loyal to the Capitol, and is a popular place for Capitolites to tour through. Sometimes, Capitolites give opportunities to District 15 Citizens, letting them find work in the Capitol as entertainers once out of reaping age; those that are not as lucky stay in the District to pass down their talent(s) to the next generation.

NOTE: Recently, I was asked what type of Entertainment District 15 specialized in, and I am here to say that they specifically focus on classical entertainment; anything that doesn't necessarily require technology to operate or record like singing, dancing, traditional musical instruments, theater, operas, magical acts, traditional circus acts like acrobatics, tightrope walking, sword swallowing, juggling, anything along those lines that draws people's attention (both citizens and Capitolites alike), that is what they specialize in. I do need to note that for circus acts, there is rarely any animal acts due to many animals being extinct by this point, or in the Capitol as mutts in a zoo.

As stated, District 15 is a non-career district, with tributes often being quite social and having a variety of performance skillsets.

Career Life and Volunteering in Career Districts:

District's 1 and 2: Career training in Districts 1 and 2 does begin from a young age (8 years old) and spans through a curriculum of 10 years, intertwined in their regular school curriculum by acting as an Honors Course. These Honors Courses begin at the age of 11, choosing the top 20 of each age and gender slot (12-18) to get the potential to volunteer. Taking some inspiration from the books and early SYOT's, During the Reapings, there are 2 annual races that take place, known in Panem as "The Races of Valor", a symbol of not just competition, but unity for the District(s) as a whole. Those who do not win these races (but are still eligible for the Games) are given the option to continue studying and training in the Honors Program, but those who have aged out will transition from the Honors Program into Career based programs. Most former trainees take the Peacekeeper career route, while some decide to focus on one of their Districts common trades as their trade of choice.

The Races of Valor: Unlike the Escorts for the Capitol and the other districts, the escorts of both District 1 and District 2 act as flag barons for these races, starting and finishing these races once each slot is filled. Here, the top pupils of each age bracket (and an occasional non-trained person that is of Reaping Age) compete in a mile long foot race, starting from the district's square of academies and finishing at the Town Hall. The first person of each bracket to reach the stage are the chosen tributes for that year's Hunger Games and are soon whisked away into the Justice Building to start their journey.

These races often have older tributes win and chosen to compete, but sometimes a younger trainee/non-trainee will outsmart or outpace them and win the race instead.

These Reaping Day celebrations entail various contests, tournaments, and sports for those not eligible for the Games (think classic Olympics) These Races are seen as a celebration of competition, not just for those competing to be deemed as that years Hunger Games tributes.

The Capitol and District 4: Similar to District's 1 and 2, Training for Careers from the Capitol do begin at a young age and is offered as Honors Courses, but there are a few differences:

Training for both areas does not start until the age of 10, mainly because of the Capitol's lifestyle and the high demand for District 4's manual labor.

The top 10 of each age (or less depending on the year) and gender bracket will be selected as the potential volunteers for becoming tributes, but they still follow through the process of a Traditional Reaping. Most of the time there are volunteers, but there have been times where the person that goes into the games had no one volunteer for them. For this reason, even as most side with the traditional Career Pack, the Capitol and District 4 are more often than not considered to be Wildcards.

Tesserae: Tesserae is relatively active in the Eternal Blood AU, not just in the Districts but the Capitol as well. Where the District's use tesserae to receive extra food, the Capitol struggled with how they could implement it themselves once they started participating in the Games. It wasn't until the 86th Hunger Games that a solution was found: instead of receiving food, the Capitol implemented a 2-part system: if the family of the eligible Capitolite in question had earnings hit or be above a certain pay limit, they would pay for tesserae. If their earnings were below said limit, they would receive money in exchange for tesserae. Over the years the prices for tesserae have fluctuated depending on Panem's economy, but it has maintained popularity since its conception.

The’No Volunteering’ Acceptions/Reaping Riggings:

Reapings rigged by the Capitol:

This rule applies to every District as well as the Capitol; sometimes, the night before the Reaping's, a special broadcast is shown with each District the name of a tribute or tributes that will be going into the games. This broadcast only happens if the named tribute or one of their family members have been caught and found guilty of rebel activity, treason, murder, unlawful tampering of the reaping bowls, or multiple counts of minor crimes. This will appear in all homes except for the home of the ’Rigged Name’, and by law if someone tries to volunteer for the ‘Rigged Name’, they will be found guilty of treason and shot or, if it's from a Career District, they are immediately expelled from the Career Training program and banned from sponsors if they become a tribute in future Games. If a Career is 18 years old and attempts to volunteer, then they would equally be found guilty of treason and shot.

By the time of Where the Lilies Grow, only one tribute that was Rigged into the Games by the Capitol has ever become a Victor: Luciana Krol of District 9. She was selected as the Rigged Name for the 97th Hunger Games due to her father being found guilty of murder, being connected to the serial killings of 9's eldest citizens and hiding their bodies beneath 9’s corn fields. Once she was announced as the Victor, her parents were hung for his crimes instead of Luciana. She is also the only Victor to have reported to have never killed a tribute during the Games.

Reaping's rigged by the District's/Area's:

Unlike a Capitol rigging, a District rigging is controlled by the local governments and occasional upper classes of the Districts/Area's. No one will know if a name is rigged, and they follow regular reaping rules (a District rigged name is able to be volunteered for). A District rigged name often ends up flying under the Capitol's radar unless whistleblowing occurs from either the District's government or, sometimes, from the tributes themselves. If the Capitol deems the District rigging to be lawful, then the Games proceed as follows (with an added order to the Gamemaker to make sure they make sure they die in the arena). If they deem the District rigging to be UNLAWFUL, then an investigation will be opened and those they find to be behind the unlawful rigging (using evidence from the tribute's or whistle-blower's testimony) will be put to justice under Panem law. Additionally, the unlawfully rigged tribute will be given a 'double-blind' advantage to potentially help them survive/win the Games.

A Capitol Rigging happens rarely in the Career Districts, District 15 (due to their loyalty to the Capitol itself), or the Capitol, but can be found more often in non-career areas, most notably in Panem’s more rebellious Districts (8 and 11). A District Rigging happens more often than a Capitol rigging but can be found in any area except for Districts 1 and 2.

And one more thing...

Since Hawke’s Presidency, rumors spread that Capitol Scientists created a device that ‘saw mirrors’ of themselves, though the true meaning of this rumor is unknown and can only be found through hushed whispers of the Capitol's upper class. These rumors tend to rise during Quarter Quells and die down in-between them.
